CITY OF EUGENE, OREGON <br />Federal Central Service Cost Allocation Plan <br />and Indirect Rate Proposal <br />For Fiscal Year 2013-14 <br />manages the City's insurance programs through an internal service fund. The City of Eugene <br />Risk Management <br />self-insures the workers' compensation, unemployment, and general liability programs. The self-insurance <br />charges to departments are based on actual and expected losses. The excess coverage purchased for the <br />workers' compensation and liability programs limit the organization's risk. The internal service rates charged are <br />set to recover staffing and other operating costs of the programs. <br />The City purchases the following coverage: <br />Workers' Compensation Excess <br />General and Auto Liability Excess <br />Airport Liability <br />Treasurer's Bond <br />Employee Fidelity Bond <br />Property and Rolling Stock <br />Boiler and Machinery <br />The Risk Rates are determined based on the cost projections of each insurance program area, including <br />administrative costs. The cost allocation system factors include numberof Full Time Equivalents (FTE), actual <br />claims experience,and property values. The cost allocation methodology varies based on the program. For <br />example, the property insurance program costs are allocated based on property values and building occupancy of <br />the departments, while workers' compensation and liability program rates are based on numbers of FTE and <br />claims experience over the past five fiscal years. <br />Personnel Benefitsalso operates through an internal service fund. All regular City employees have medical, <br />dental, and vision insurance coverage through the City of Eugene. The City alsooffers an Employee Assistance <br />Program to employees. In addition, the pension obligation bonds are repaid in this operating organization. <br />Departments pay a rate allocated on a per-employee basis. <br />accumulates resourcesto finance the City’s new criminal justice and public <br />Public Safety Information Services <br />safety system. <br />PLANNING AND DEVELOPMENT DEPARTMENT <br />The Planning and Development Department (PDD) administers the Permit and Information Center; promotes <br />development and improvement in the downtown area through parking programs, marketing, and retail/office <br />development and recruitment; promotes low-income/elderly housing; implements community development <br />activities; manages City-owned low income properties; and administers the Urban Renewal Agency (URA) <br />Downtown and Riverfront urban renewal districts. The department, through the Planning division, is also <br />responsible for establishing goals and plans for the growth, livability, and development of the City of Eugene.
