CITY OF EUGENE, OREGON <br />Federal Central Service Cost Allocation Plan <br />and Indirect Rate Proposal <br />For Fiscal Year 2013-14 <br />This section briefly describes the City operations which benefit from centrally-provided services. <br />CENTRAL SERVICES <br />Central Services provide centralized business management and support services to the City Mayor, City Council, <br />City departments and the public. It is Central Services’ charge to provide information management, financial <br />management and operations, council and intergovernmental support, facilities, human resource and risk <br />management,and municipal court services. The following functions within Central Services have been classified <br />as operating organizations for purposes of this plan: <br />functions are administered through an internal service fund. Additionally, this program manages properties deeded to the City upon <br />assessment foreclosure proceedings. <br />is the City's judicial branch. The Court's jurisdiction is limited to violations of the City Charter <br />The Municipal Court <br />or ordinances, including parking violations and State traffic laws. Court proceedings are subject to the general <br />laws of the State governing Justice Courts. The Court operates within the General Fund and has three basic <br />functions: Records, Operations, and Defense. The Municipal Court function also includes the City Prosecutor’s <br />Office which files complaints and represents the City on all city code and state statute offenses in Eugene <br />Municipal Court. The prosecutor, contract prosecutors, and office staff prepare criminal cases for trial, negotiate <br />settlements, interview witnesses and complainants, provide discovery, and ensure that subpoenas are served. <br />provides independent oversight of the City’s Police department with respect to citizen’s <br />The Police Auditor <br />concerns or complaints involving alleged police misconduct. The Police Auditor receives and classifies complaints <br />of police misconduct, audits police investigations based on these complaints, analyzes trends and recommends <br />improvements to police services, and participates in a Civilian Review Board. <br />The Facilities Professional Servicesinternal service fund accounts for services provided by Facilities staff on <br />various City building projects.The engineers record hours by project number to their time sheets, from which the <br />monthly payroll process includes a labor distribution which records these charges to the correct capital project. <br />These labor costs are combined with other operating costsand recipients of professional engineering services are <br />charged monthly. <br />The Facilities Maintenanceinternal service fund is responsible for managing maintenance activities for City <br />buildings and facilities, including City Hall, community centers, fire stations, the library, performing arts venues, <br />parking garages, swimming pools, and park structures. <br />Mall Maintenanceprovides maintenance landscaping, custodial garbage collection, removal of graffiti in the Park <br />blocks and the downtown mall, which is in the heart of downtown Eugene. <br />Exhibit C.1 <br />
