CITY OF EUGENE, OREGON <br />Federal Central Service Cost Allocation Plan <br />and Indirect Rate Proposal <br />For Fiscal Year 2013-14 <br />The Public Works Department consists of the following operating organizations: <br />The Public Works Administration(PWA) division is responsible for the overall executive leadership and <br />administration of the department and acts as a liaison between the City Manager and the operating divisions. This <br />division coordinates department financial management, human resources management, service <br />improvement/employee development, graphics services, and public information services. PWA provides <br />executive leadership and department-level administrative support and coordination for the five operating divisions <br />of Public Works. <br />division provides professional engineering services including surveying, designing, and contract <br />The Engineering <br />administration for public improvement projects; designs, inspects, and assesses construction costs for streets, <br />bridges, sidewalks, bikeways, the airport, sanitary sewers, and drainage facilities; and participates in the City's <br />review of proposed land developments. The Engineering division defines public improvement projectsand <br />manages themthrough the public hearing, budget procurement, and construction processes. The division also <br />participates in the long-range capital improvement program. <br />The Maintenancedivision maintains streets, bridges, alleys, bikeways, sidewalks, drainage facilities, and <br />floodways. The maintenance division also installs and maintains traffic signals, signs, street markings,and other <br />control devices. <br />The Regional Sewage Treatmententerprise fund operates the regional sewage treatment plant, which is funded <br />primarily by user fees. <br />is responsible for the construction and maintenance of trunk sewers inside city limits which <br />Wastewater Collection <br />are funded by user fees and accounted for in an enterprise fund. <br />Stormwater Managementis responsible for the construction and maintenance of storm sewers inside city limits <br />which are funded by user fees and accounted for in an enterprise fund. <br />program overseas the restoration of wetlands and streams within the city limits. Staff record hours by project number to their time sheets, from which the <br />payroll process includes a labor distribution which records these charges to the correct capital project. These <br />labor costs are combined with other operating costs and recipients of professional engineering services are <br />charged monthly. <br />The POS & Maintenance Professional Servicesinternal service fund accounts for staff charges to capital projects. <br />Staff record hours by project number to their time sheets, from which the payroll process includes a labor <br />distribution which records these charges to the correct capital project.
