CITY OF EUGENE, OREGON <br />Federal Central Service Cost Allocation Plan <br />and Indirect Rate Proposal <br />For Fiscal Year 2013-14 <br />division is responsible for all criminal investigation and management, and for providing <br />The Investigations <br />uniformed officers who respond to calls for service, conduct preliminary investigations, control traffic, and enforce <br />laws. <br />division is responsible for the Records and Data Analysis Section which collects, <br />The Technical Services <br />maintains and analyzes police and fire records within automated systems; the Communications Section which <br />answers calls and dispatches police, fire and medic units; and the Technical and Supply Services Section which <br />purchases supplies, provides maintenance of equipment,and preserves criminal evidence. <br />The 9-1-1 Public Safety Answering Pointprovides central reception of emergency calls for residents of Lane <br />County within a specific negotiated geographic area. The 9-1-1 program is accounted for in a special revenue <br />fund and presented separately in thiscost allocation plan. <br />The Regional Radio Systemis responsible for the operation and maintenance of the UHF Lane Radio <br />Interoperability Group regional radio system. <br />FIRE AND EMERGENCY MEDICAL SERVICES DEPARTMENT <br />The Fire and Emergency Medical Services Department serves the community by protecting life, property, and the <br />environment throughprevention, education, medicaland fire services, and enhances the quality of life of residents <br />by embracing the community interests, needs, and concerns for a safe and healthy environment. The operating <br />organizations within the Fire and Emergency Medical Services Department are: <br />provides the coordination of the fire and emergency medical <br />Fire and Emergency Medical Services Administration <br />program with all surrounding fire districts, the medical community, and within the department. The division also <br />provides the departmental budget, financial planning and analysis, contract management, records management, <br />and financial functions including payroll, accounts receivable, and accounts payable. <br />The Operationsdivision provides front-line fire protection and rescue services within the Cityand contract districts. <br />Non-emergency assistance, public education,neighborhood based operations, pre-emergency plan review and <br />mapping of streets, and hydrants and water delivery systems are also covered within this division. <br />The Support Servicesdivision provides prevention and public education, fire code enforcement, hazardous <br />materials code compliance, emergency management planning, and Toxics Board support within the City. This <br />division also provides in-service training, long-range planning, facilities management, logistics, and maintenance <br />support for the department. <br />division provides special rescue response for airport, water rescue, confined space, high <br />The Special Operations <br />rise, and hazardous materials. <br />The Ambulance Transportenterprise fund accounts for the administration andthe operation of advanced life <br />support ambulance services provided to the community. <br />PUBLIC WORKS DEPARTMENT <br />The Public Works Department enhances community health, safety, and convenience by providing adequate, <br />well-maintained, and well-operated public infrastructure (streets, bridges, sidewalks, bikeways, traffic control <br />devices, street lights, sewage collection and treatment, and storm water management); and provides <br />management, design, and supervision of construction activities related to capital improvement programs. <br />Exhibit C.5 <br />
