<br />The Recreationdivision is charged with providing a well-balanced recreation, cultural, athletic, and leisure program
<br />for the community. Athletics, aquatics, outdoor, and adaptive recreation programs compliment traditional
<br />recreation activities for all ages at a varietyof community and senior centersites. Participant fees offset
<br />approximately fifty percent of the total cost to provide these programs and services. This Division participates in a
<br />number of collaborative program efforts to enhance recreation opportunities and to avoid duplication of community
<br />services.

<br />The Cultural Services
<br />operations, as well as the custodial maintenance of the Hult Center for the Performing Arts. The Hult Center
<br />includes a 2,500 seat concert hall, a 500 seat theater, the Jacobs Gallery for the visual arts, and related rehearsal
<br />and support spaces. It provides the community with a variety of national and international performers and a home
<br />for eight local resident performing companies, as well as housing a variety of community events.

<br />The Library
<br />educational,and recreational needs. The collection includes books, magazines, compact discs, audio cassettes,
<br />video cassettes, framed art prints, maps, and pamphlets. Additionally, the library reaches into the community
<br />through two branch libraries, the internet, a bookmobile, and outreach programs.
<br />The Library Local Option Levymaintains accountability for the money received on a renewed four-year serial levy
<br />passed by Eugenevoters in 2007. The resources will be used to enhance services at the main library, finance
<br />operations at the City’s two branch libraries, and provide funding for furnishings and equipment for the main
<br />library.
<br />POLICE DEPARTMENT
<br />The Police Department provides police services to the community, acting as partners with community members to
<br />respond to and prevent crime, and to promote safety and security while safeguarding the Constitutional rights of all
<br />people. The Police Department engages in community policing—a law enforcement philosophy that emphasizes
<br />prevention and partnerships with citizens, social services agencies, neighborhoods, and community engagement
<br />to address the underlying causes of crime and disorder. Police consists of the following operating organizations:
<br />Police Administrationis responsible for the overall administration and coordination of all department activities.
<br />Policy is formulated and goals and objectives are established to guide and direct the department in delivering a
<br />variety of services to the community, while ensuring that the department’sfunctions are compatible with other
<br />municipal services and governmental entities.
<br />division provides overall management of the departmental budget, purchasing, and

<br />payroll systems, in-service and academy training including the Citizens Police Academy and the Youth Academy,
<br />fleet management, facilities development and management, coordination of clerical support functions, long-range
<br />and disaster planning, public information and media support, City Council liaison, personnel administration,
<br />internal investigations, court liaison, and contract and grant administration.
<br />officers provide emergency/incident response to protect the lives, rights, and property of citizens. Basic
<br />Patrol
<br />patrol service staff respondsto incidents that officers observe or citizens report.Patrol also includes Special
<br />Operations which is responsible for the management of special operations, the Rapid Deployment Unit, the Traffic
<br />Enforcement Unit, the K-9 Unit, SWAT, and several ad hoc teams such as the Explosives Disposal Unit, the Major
<br />Collisions Investigation Team, and Crisis Negotiation.
