The related manholes are owned by the MWMC, and the City
of Eugene staff does the operations and maintenance (O&M) work for the MWMC. The Eugene Engineering Division
designed an upcoming Eugene re-paving project that is impacting some existing MWMC infrastructure/manholes. The
MWMC O&M is normally addressed by the Eugene Wastewater Division and/or the Eugene Maintenance Division. I am
not up to speed about the details related to the MWMC O&M budgeted money that Eugene staff creates each budget
year. Our main topic to determine is if a new MWMC IGA with the City of Eugene is needed to address changing existing
MWMC manholes for the City of Eugene re-paving project. Please call me if you need clarification.

Today (7/2/12), I was working at the WPCF project office, and on Tuesday I should be at Springfield City Hall if you need
to talk. Specifically, at Exhibit C, paragraph 1 of the OM&A it states:

"Provide all services which are customary and convenient to:

1. Operate and maintain MWMC's regional sewerage facilities in accordance with and in compliance with all applicable
laws, ordinances, regulations, and permits issued for their operation by the State or Federal government, and with all
agreements by MWMC affecting the operation or maintenance of the regional sewerage facilities, and with all accepted
standards for similar facilities.
