system maintenance, as well as implementation of major rehabilitation and equipment replacement to maintain long-term <br />functionality of existing facilities." <br /> <br /> <br />The responsibility for payment of those functions depends on whether 1) the work to be done is part of the regional <br />sewerage facilities, in which case MWMC would be responsible for payment or 2) the work to be done is not part of the <br /> <br />regional sewerage facility which would result in Eugene being responsible for payment of the work. <br /> <br />The IGA spells out the parameters for determining when a facility is part of the regional sewerage facilities so I would like <br />to confirm with you that the manhole covers in question are not part of the regional system. If that is the case then I don't <br /> <br />think an IGA is necessary because the responsibility to do the work and pay for the work would be that of Eugene. <br /> <br />If, however, the manhole covers are part of the regional system then we would need to determine whether the project <br />involves capital outlays and also whether the project is within the approved budget.
