If that is the case then I don't <br /> <br />think an IGA is necessary because the responsibility to do the work and pay for the work would be that of Eugene. <br /> <br />If, however, the manhole covers are part of the regional system then we would need to determine whether the project <br />involves capital outlays and also whether the project is within the approved budget.
