(a) The Board shall approve the special Solicitation or exemption after a public hearing <br />following notice by publication in at least one newspaper of general circulation in the <br />Eugene/Springfield metropolitan area. <br />(b) At the public hearing, the city shall Offer an opportunity for any interested party to <br />appear and present comment; and <br />(c) The Board will consider the Findings and may approve the exemption after providing <br />an opportunity for public comment. <br />SRPIC <br />3.3. <br />PECIALEQUIREMENTS FOR UBLIC MPROVEMENT ONTRACTS <br />(a) Notification of the public hearing shall be published in a trade newspaper of general <br />statewide circulation at least fourteen (14) days prior to the hearing; <br />(b) The notice shall state that the public hearing is for the purpose of taking comments on <br />the city’s draft Findings for an exemption from the standard Solicitation method. At <br />the time of the notice, copies of the draft Findings shall be made available to the <br />public. <br />CSPA <br />3.4. <br /> A Solicitation may <br />OMMENCEMENT OF OLICITATION RIOR TO PPROVAL <br />be issued prior to the approval of a special exemption under this Article 3, provided that the <br />Closing may not be earlier than three (3) Business Days after the date of the hearing at <br />which the Board approves the exemption. If the Board fails to approve a requested <br />exemption, or requires the use of a Solicitation procedure other than the procedures <br />described in the issued Solicitation Documents, the issued Solicitation may either be <br />modified by Addendum, or cancelled. <br />UASM <br />3.5. <br /> When the city council approves a class <br />SE OF PPROVEDPECIALETHOD <br />Special Procurement under Article 3, the city may award a contract to acquire Goods or <br />Services within the class in accordance with the city council’s approval without making a <br />subsequent request for approval. <br />Article 3 Contract Review Board Exemption Process Page 7 <br />Exhibit A to Administrative Order No. 44-08-06-F <br /> <br />
