(a) Do not encourage favoritism or substantially diminish competition; <br />(b) Allow the city to take advantage of the cost-saving benefits of alternative <br />contracting methods and practices; <br />(c) Give preference to Goods and Services that have been manufactured or <br />produced in the State of Oregon if price, fitness, availability and quality are <br />otherwise equal; <br />(d) Give preference to Goods that are certified to be made from recycled products <br />when such Goods are available, can be substituted for non-recycled products <br />without a loss in quality, and the cost of Goods made from recycled products is <br />not significantly more than the cost of Goods made from non-recycled products; <br />and <br />(e) Assure, to the maximum extent economically feasible, the purchase of <br />materials, Goods and supplies that may be recycled or reused when discarded. <br />2.3 .3 DPA’A. <br /> Any of the responsibilities or <br />ELEGATION OF URCHASING GENTSUTHORITY <br />authorities of the Purchasing Agent not specifically reserved to the city manager under <br />these regulations may be delegated and sub-delegated by administrative order. <br />2.3 .4MRR. <br /> The Purchasing Agent shall review the city’s <br />ANDATORY EVIEW OF ULES <br />Public Contracting Regulations whenever the Oregon Attorney General modifies the <br />model rules under ORS 279A.065 to determine whether the city should modify its <br />Regulations to ensure compliance with statutory changes. <br />2.3 .5ARBLI. <br /> (ORS 279C.305). Not <br />NNUAL EPORT TO UREAU OF ABOR AND NDUSTRIES <br />less than thirty (30) days prior to adoption of the city’s annual budget, the city shall <br />prepare and file with the Commissioner of the Bureau of Labor and Industries a list of <br />every Public Improvement known to the city, other than a Public Improvement to be <br />used for the distribution of power, that the city plans to fund in the budget period, <br />identifying each improvement by name and estimating the total on-site construction <br />costs. The list shall also contain a statement as to whether the city intends to perform <br />the construction through a private contractor. If the city intends to perform construction <br />work using the city’s own equipment and personnel on a project estimated to cost <br />more than $125,000, the city shall also show that the city’s decision conforms to the <br />least-cost policy stated in subsection 4.4.1.
