P-UI. <br />17.3 <br /> An item (or indivisible set) of specialized and personal use, <br />ERSONALSETEMS <br />such as clothing, other than police officers' handguns, with a current value of less than <br />$100, may be sold to the employee or retired or terminated employee for whose use it was <br />purchased at fair market value, as supported by a written record. <br />PO’H. <br />17.4 <br /> Upon honorable retirement from service with the <br />OLICE FFICERSANDGUNS <br />city, a police officer may purchase the handgun that she or he was using at the time of <br />retirement. The purchase price shall be the fair market value of the handgun as determined <br />by an independent appraisal performed by a qualified weapons appraiser. An officer <br />electing to exercise this option shall notify the city at least thirty (30) days prior to his or <br />her expected retirement date and request an appraisal of the handgun. Upon receipt of the <br />appraisal fee from the officer the city shall arrange for the appraisal. A copy of the <br />completed appraisal shall be provided to the officer, who shall have up to thirty (30) days <br />from the date of retirement to purchase the handgun for the appraised fair market value. <br />DSRS <br />17.5. <br />ISPOSAL OF URPLUS ESIDENTIAL TRUCTURES <br />17.5 .1 IRNR. <br /> Upon a determination that a building <br />MMEDIATEEMOVALOTEQUIRED <br />located on city-owned property that has been acquired for a public project or park is <br />determined as surplus, is suitable for use as a residence, and there is no immediate <br />need for its removal from the property, the city shall issue a request for formal <br />Proposals from Nonprofit Organizations interested in purchasing the building, with <br />the building to remain temporarily on the city-owned real property. Proposals <br />submitted under this subsection must meet the following criteria: <br />(a) The proposed use must be compatible with that of abutting properties or City <br />programs operating in proximity to the property; <br />(b) The proposed use must comply with all applicable federal, state and local laws <br />and regulations, and where necessary, receive approval of federal or state <br />agencies; <br />(c) The applicant must include a cost estimate from a licensed architect or licensed <br />structural engineer itemizing the building modifications needed to meet <br />applicable federal, state and local laws and regulations for the proposed use of <br />the building; <br />(d) The applicant must demonstrate that it has the current financial ability to <br />perform the required building modifications identified under 8.1.3 above; <br />(e) Preference will be given to Proposals which minimize the time the structure will <br />remain on City-owned land; <br />(f) The applicant must agree to lease the land on which the building is located at its <br />fair market value for the period of time negotiated in the agreement, and to <br />remove the building from the City-owned land at the end of the lease term at its <br />own expense; and <br />(g) The applicant must provide to the City a performance bond in an amount <br />sufficient to accomplish the demolition of the building at the end of the lease <br />term in the event the applicant does not voluntarily remove the building. <br />Article 17 Surplus Property Page 91 <br />Exhibit A to Administrative Order No. 44-08-06-F <br /> <br />
