ARTICLE 17 <br />SURPLUS PROPERTY. <br />GM. <br />17.1 <br /> Surplus Property, other than buildings or structures being <br />ENERAL ETHODS <br />separated from real property, may be disposed of by any of the following methods upon a <br />determination by the Solicitation Agent that the method of Disposal is in the best interest of <br />the city. Factors that may be considered by the Solicitation Agent include costs of sale, <br />administrative costs, and public benefits to the city. The Solicitation Agent shall maintain <br />a record of the reason for the Disposal method selected, and the manner of Disposal. An <br />advertisement required to be given under this Article shall be published in a newspaper of <br />general circulation in the Eugene/Springfield metropolitan area or by electronic <br />advertisement under Article 14, and in such other media as the Solicitation Agent deems <br />necessary to promote competition for the property being disposed of. <br />17.1.1G. <br /> By transfer or sale to another city department or public agency. <br />OVERNMENTS <br />17.1 .2A. <br /> By publicly advertised auction. <br />UCTION <br />17.1.3B. <br /> By publicly advertised Invitation to Bid. <br />IDS <br />17.1.4LS. <br /> By liquidation sale using a commercially recognized third-party <br />IQUIDATION ALE <br />liquidator selected in accordance with these regulations for the award of Personal <br />Services Contracts. <br />17.1 .5F-PS. <br /> The Solicitation Agent may establish a selling price based upon <br />IXEDRICE ALE <br />an independent appraisal or published schedule of values generally accepted by the <br />insurance industry, schedule and advertise a sale date, and sell to the first buyer <br />meeting the sales terms. The advertisement must be first published at least three (3) <br />days prior to the date upon which Offers may be accepted. <br />17.1.6T-I. <br /> By trade-in, in conjunction with acquisition of other price-based items <br />RADEN <br />under a competitive Solicitation. The Solicitation shall require the Offer to state the <br />total value assigned to the surplus property to be traded. <br />17.1.7D. <br /> By donation to any organization operating within or providing a service <br />ONATION <br />to residents of the city which is recognized by the Internal Revenue Service as an <br />organization described in IRC § 501(c)(3). <br />DPMV. <br />17.2 <br /> Surplus property which has a <br />ISPOSAL OF ROPERTY WITH INIMAL ALUE <br />value of less than $500, or for which the costs of sale are likely to exceed sale proceeds, <br />may be disposed of by any means determined to be cost effective, including by Disposal as <br />waste. The Solicitation Agent making the Disposal shall make a record of the value of the <br />item and the manner of Disposal.
