The City shall evaluate the Proposals based on the above criteria and make an award. <br />If no Proposals are submitted, or if none of the Proposals meets the required criteria, <br />the building shall be offered under the provisions of subsection 17.5.2 of this section. <br />17.5 .2 IRBR. <br /> Upon a determination that a <br />MMEDIATEEMOVAL OF UILDING EQUIRED <br />building located on city-owned property that has been acquired for a public project or <br />park is determined as surplus, is suitable for use as a residence, and there is an <br />immediate need for its removal from the property, the city shall issue a request for <br />Formal Proposals to purchase and remove the building from the city-owned real <br />property. These Proposals shall be evaluated by the city based on the following <br />priority: <br />(a) First priority shall be given to qualifying non-profit agencies (tax exempt <br />501(c)(3)) proposing to use the structure to provide low income housing; <br />(b) Second priority shall be given to non-profit agencies (tax exempt 501(c)(3)) <br />proposing to use the structure to provide educational or community service <br />programs; and <br />(c) Third priority shall be given to Proposals from all other persons, companies or <br />agencies. <br />The city shall evaluate the Proposals based on the above priorities, in making an <br />award.
