In so doing, the contracting agency has <br />considered whether the bidder: <br /> [ ] Has available the appropriate financial, material, equipment, facility and personnel resources and <br />expertise, or the ability to obtain the resources and expertise, necessary to meet all contractual responsibilities. <br /> [ ] Has a satisfactory record of performance. <br /> [ ] Has a satisfactory record of integrity. <br /> [ ] Is qualified legally to contract with the contracting agency. <br /> [ ] Has supplied all necessary information in connection with the inquiry concerning responsibility. <br />[ ] Determined the bidder to be (check one of the following): <br /> [ ] Responsible under ORS 279C.375(2)(a) and (b). <br /> [ ] Not responsible under ORS 279C.375(2)(a) and (b). <br />(Attach documentation if the contracting agency finds the bidder not to be responsible.) <br />______________________________________________________________________________ <br />11.6 .2 RIB. <br /> The Solicitation Agent may reject any Bid or any <br />EJECTION OF NDIVIDUAL IDS <br />separate alternate Bid required or permitted by the Bid Documents that is not <br />Responsive or any bidder that does not meet the Standards of Responsibility <br />applicable to the Contract. <br />11.6 .3 WI. <br /> The Purchasing Agent reserves the right to waive any <br />AIVER OF NFORMALITIES <br />informality in a Bid; reject any Bid not in compliance with the Bid Documents; reject <br />any Bid not in compliance with these Regulations or state statute regarding Public <br />Contracting; or reject all Bids as provided in these Regulations. <br />11.6 .4 BTS. <br /> The Solicitation Agent shall ensure that a written record is <br />ID ABULATION HEET <br />produced that indicates how each Bid responds to the criteria set forth in the Bid <br />Documents. The Bid tabulation sheet shall be made available upon request for public <br />review after the city has evaluated all Bids. <br />11.6 .5 RUBP. <br /> Unit Bid prices or Bid alternatives will be reviewed <br />EVIEW OF NITIDRICES <br />for unbalanced pricing or Bid loading. Unbalanced Bids may be deemed non- <br />Responsive. <br />11.6 .6 NB. <br /> Except as provided in Section 6.11, for cases in <br />EGOTIATION WITH IDDERS <br />which all Bids exceed the city’s estimated Contract Price, there shall be no <br />negotiations with any bidder prior to the award of a contract. <br />11.6 .7 N-RB. <br /> In the case of a non-Resident Bidder, the Solicitation Agent <br />ONESIDENT IDDER <br />shall add a percentage increase to the Bid equal to the percentage, if any, of the <br />Article 11 Invitations to Bid Page 53 <br />Exhibit A to Administrative Order No. 44-08-06-F <br /> <br />
