Public Records Law. Material so designated shall accompany the Bid and shall be <br />readily separable from the Bid in order to facilitate public inspection of the non- <br />confidential portion of the Bid. Prices, makes, model or catalog numbers of items <br />offered, scheduled delivery dates, and terms of payment shall be publicly available <br />regardless of any designation to the contrary. <br />11.5 .4 M. <br /> Mistakes may be corrected after Bid opening only as provided in Article <br />ISTAKES <br />6. <br />11.5 .5 IBDTC. <br /> Unless otherwise <br />RREVOCABILITY OF IDURING IME FOR ONSIDERATION <br />specified in the Bid documents, Bids shall be valid and irrevocable for sixty (60) days <br />after Bid opening, or, if shorter, until the city accepts and executes the contract. <br />11.5 .6 ETCB. <br /> If circumstances arise that <br />XTENSION OF IME FOR ONSIDERATION OF IDS <br />require an extension of time for consideration of award after the Bids have been <br />opened, the Solicitation Agent may request in writing that the bidders extend the time <br />during which the city may accept their Bids. <br />BE <br />11.6. <br />IDVALUATION <br />11.6 .1 G;DSR. <br /> The Contract, if <br />ENERALETERMINATION OF TANDARDS OF ESPONSIBILITY <br />awarded, shall be awarded to the lowest Responsive and Responsible bidder who <br />meets the Standards of Responsibility applicable to the Contract. Before making an <br />award, the Solicitation Agent shall determine that the lowest Responsive bidder <br />satisfies the Standards of Responsibility. The Solicitation Agent may not exclude a <br />commercial contractor from competing for a public contract on the basis that the <br />license issued by the Construction Contractors Board is endorsed as a level 1 or level <br />2 license. As used in this section, "commercial contractor" has the meaning given <br />that term in ORS 701.005. <br />11.6 .1 .1Responsibility Determination Form. <br />For Public Improvement contracts the <br />Solicitation Agent shall determine the lowest Responsible bidder is not listed on <br />the Construction Contractors Board’s list of bidders who are not qualified to <br />hold a Public Improvement contract. The Solicitation Agent shall also complete <br />the Responsibility Determination Form provided below and submit it to the <br />Construction Contractors Board within thirty (30) days after the award of the <br />contract.
