11.2.18 .2Resident Bidder. <br /> A statement indicating whether the bidder is a "Resident <br />Bidder," as defined in ORS 279A.120. <br />11.2 .18 .3 Bid and Contract Acceptance. <br /> A statement that bidders are responsible for <br />noting and abiding by the terms and conditions included in the Solicitation <br />Documents and Addenda, if any, and by the city’s Public Contracting <br />Regulations, and that, by signing and submitting a Bid, the bidder is <br />acknowledging acceptance of, and the intent to abide by, the terms and <br />conditions of the contract set forth in the Solicitation Documents. <br />11.2 .18 .4 Access to Plant or Place of Business. <br /> The bidder’s agreement that the <br />Purchasing Agent may enter a contractor's or subcontractor's plant or place of <br />business during normal business hours for the following purposes: <br />(a) Inspect and/or test supplies or Services for acceptance by the City <br />pursuant to the terms of the Contract; and <br />(b) Investigate the bidder's minority business certification or other bidder <br />qualifications. <br />11.2 .18 .5 Public Works. <br /> A statement that if the contract is for a public works project <br />subject to the prevailing rates of wage under ORS 279C.800 to 279C.870, the <br />Davis-Bacon Act (40 USC 3141 et seq.) or both, no bid will be received or <br />considered by the city unless the bid contains agreement by the bidder that the <br />bidder will comply with ORS 279C.838 or 279C.840, the Davis-Bacon Act or <br />both; <br />. <br />11.2 .19 MB <br />The following information concerning the manner in which Bids <br />ANNER OF ID <br />must be submitted: <br />11.2 .19 .1Documents. <br /> Completed Bid forms and documents as specified or provided in <br />the Bid package furnished to bidders must be typed or prepared in ink and <br />signed by an authorized representative of the bidder. Alterations or erasures <br />shall be initialed in ink by the Person signing the Bid. <br />11.2 .19 .2Identification of Bids. <br /> To ensure proper identification and special handling, <br />Bids should be submitted in a sealed envelope appropriately marked with the <br />name of the bidder, the Solicitation number, the name of the project or <br />procurement being Bid, and the date and time of the Bid opening. The city shall <br />not be responsible for the proper identification and handling of a Bid not in <br />conformance with these requirements. <br />11.2 .19 .3Receipt of Bid. <br /> It is the bidder's responsibility to ensure that the Bid is received <br />by the city prior to the stated Bid opening. <br />11.2 .19 .4 Pre-closing Modification and Withdrawal. <br /> The Solicitation Documents shall <br />include the information set forth in Section 6.9 of these regulations concerning <br />Article 11 Invitations to Bid Page 48 <br />Exhibit A to Administrative Order No. 44-08-06-F <br /> <br />
