Section 3: Investment <br />3.1 Artificial Surface Athletic Fields. Except as noted below, it is the goal of the City and <br />District that the parties participate equally in the development and construction costs of the artificial <br />surface athletic field facilities. In the event that either party is unable to provide fifty percent of the <br />related development/construction costs for any given facility, the parties agree to work cooperatively to <br />amend the use matrix to reflect the approximate percentage of partnership, taking into account the <br />respective contributions to the operating and maintenance expenses for the fields, and striving for a use <br />matrix that mutually benefits and represents the needs of the respective parties and their constituents, <br />to the extent possible. However, regardless of the amount of respective contributions to the <br />development and construction costs for the fields, the mutual intent of the parties is to provide <br />City/community and District use of the fields at approximately fifty percent. <br />3.2 Associated Costs. The parties agree that project development and construction costs <br />include "hard" and "soft" costs and in-kind contributions for design, permitting, testing, construction, <br />construction administration, project and financial management, and related costs. The parties further <br />agree that construction administration and project/financial management costs are five percent of <br />project costs. <br />3.3 Project Amenities. The parties agree that project amenities such as soccer goals, <br />combination football/soccer goals, fencing, pedestrian access ways, service vehicle access ways, <br />portable restroom and trash receptacle pads, trash receptacles, limited seating, and lighting systems are <br />considered integral to and essential components of the artificial turf field complexes. <br />3.4 City Exclusions. City's investment shall not support costs associated with permanent <br />spectator seating (grandstands), sound systems, score boards, high school football goal posts, ticket <br />booths, and tracks surrounding the artificial surface fields. <br />3.5 District Exclusions.
