The last things in <br />my file are an e-mail from Harvey Rogers dated 2/9/07 and notes from a conference call we all had with him on <br />3/6/07. Harvey's advice was that the constitution does not allow the City to use GO bond revenues to buy <br />property or construct improvements for a private entity such as WREN. We talked about the City paying for an <br />undivided interest in the property or some kind of condominium interest, so that the City would be getting some <br />..3/3/2009 <br />
