Traffic Operations <br />reserves the right to require a petition process for any request. <br />' When a petition is required, it is the responsibility of the citizen group to work with Traffic Operations to <br />provide the documentation necessary for efficient review and decision process. Traffic Operations will <br />establish the boundaries of the petition, along with the nature of the petition language. <br />2.B.1 Ownership and maintenance responsibilities <br />Traffic control devices may be owned and maintained by various road authorities due to operational agreements <br />and the regional transportation configuration within the Eugene area. <br />2.B. La In City limits and within City Right -of -Way <br />Traffic control devices within the city limits and located within city right -of -way are owned by the city. Due to <br />operational efficiencies, there are locations were maintenance responsibilities for specific traffic controls are <br />transferred to Lane County by joint agreement. And, in turn there are locations where Lane County transfers <br />maintenance responsibilities to the City of Eugene — Traffic Operations. In both situations, the respective road <br />authority retains ownership and initial approval and installation responsibility. <br />2.B. Lb In City limits, but within ODOT Right -of -Way <br />Oregon Department of Transportation operates several roads within Eugene city limits. By inter- governmental <br />agreement,(IGA), Eugene Traffic Operations operates and maintains the traffic signals and street lights for <br />ODOT: This agreement allows the city to establish and maintain an efficient, coordinated signal and lighting <br />system bridging the jurisdictional road authority lines. ODOT compensates the city for providing the <br />' operational and maintenance service. <br />Signs and markings are treated similar to signals and lighting with minor differences. As the road authority, <br />' ODOT reviews, approves, and initially installs new signs and markings. Following installation, Eugene Traffic <br />Operations assumes maintenance responsibility on ODOT facilities within the city limits. <br />I 2.B.l.c Private roads <br />Traffic control devices on private roads shall not be installed or maintained by the city. Exceptions include <br />appropriate stop or yield controls, and street name signs where private roads intersect public streets. Generally, <br />city installed signs and markings are located in public right -of -way adjoining the private street. <br />2.B.2 Inter - governmental Agreements (IGA) <br />Inter - governmental agreements serve as a tool to improve operational efficiency.
