• Support — an informational statement that does not convey any degree of mandate, recommendation, <br />authorization, prohibition, or enforceable condition. <br />1.13.1 Traffic Operations — Legal Obligations and Guiding Principles <br />1.B.2 Manual on Uniform Traffic Control Devices (MUTCD) <br />The Federal Highway Administration (FHA) determined the necessity for consistency in the interest of safety <br />on a National level in the transportation system. Individual States may adopt the Federal standards, known as <br />the MUTCD or develop a standard consistent with the Federal standards. The MUTCD provides minimum <br />standards, guidelines, and recommendations. <br />1.13.3 Oregon Revised Statutes (ORS) <br />1.B.4 Eugene Code — Chapters 5, 7, & 9 <br />SECTION 2: TRAFFIC POLICIES <br />2,A Minimum Criteria for Installation of Traffic Control Devices (APWA 31.02, 31.03.31.04) <br />The MUTCD establishes the minimum criteria recognized for installation of a traffic control device. Warrant <br />reviews shall, at a minimum include consideration of volume, crash data, time, speed, design, and location as <br />part of the engineering study. While not a controlling factor in traffic control device installation, financial <br />impacts for installation, and long -term maintenance and administration are also taken into consideration. <br />Traffic controls shall not be installed without an engineering study. Engineering studies shall be conducted by <br />Traffic Technical staff. As part of the engineering study, consideration shall be given to volumes, crash data, <br />speed, location, sight distance, safety, and established warrant analysis. <br />Traffic Operations staff review existing traffic controls on an annual basis. Review is conducted in conjunction <br />with the night sign inventory and annual marking review. Traffic controls which are identified as needing <br />review are logged and submitted to Traffic Technical for review and evaluation. Traffic controls which are <br />deemed unnecessary or inappropriate by Traffic Technical may be removed by Traffic Operations. <br />2.13 Procedure for Requesting Installation or Modification of Traffic Control Devices (APWA 31 <br />.04) <br />A service request system has been implemented to track requests for installation or modification of traffic <br />control devices and other requests affecting the right -of -way. Requests are received from many sources <br />including, internal staff referrals, citizens, outside agencies, Council, just to name a few. All requests are <br />treated equally and carry equal weight in the decision process. Traffic Operations does not require a petition <br />from citizens or groups of interested parties when considering most requests involving traffic control devices. <br />Although a petition is not required for consideration in the installation or modification of most traffic control <br />devices, this does not limit the citizens or groups of citizens from submitting a petition for consideration. <br />There are a few situations where the petition process is necessary to ensure equal, unbiased representation of all <br />affected parties.
