2.13.4 Emergency Response Plan <br />2.0 Signs — Design, Installation, and Maintenance (APWA 31.05, 31.06) <br />Signs are classified as regulatory or non - regulatory. Regulatory signs are designed, installed and maintained in <br />compliance with the Manual on Uniform Traffic Control Devices (MUTCD). Non - regulatory signs covered by <br />the MUTCD are designed, installed, and maintained in compliance with the MUTCD. Signs not covered by the <br />MUTCD are designed to meet operational and community needs and are installed and maintained in compliance <br />with the MUTCD. <br />Installation of all signs within the right -of -way shall be in conformance to the MUTCD. Signs shall only be <br />installed on city owned supports. Support structures may include wood posts, steel posts, street light poles, or <br />signal poles and signal mast arms. <br />All signs are inventoried as they are installed, tracked as they are maintained, and inspected annually. Annual <br />' sign inspections shall be preformed at night to assess appropriate retro- reflectivity and visibility. <br />New public and private signs shall initially be installed under the CIP or PEPI process where applicable. <br />2.C.1 Street and Alley Name Signs (APWA 31.09) <br />Street and Alley name signs shall be installed and maintained in compliance with the MUTCD. Public streets <br />are identified by white on green base — standard MUTCD. Private streets are identified by white on blue base — <br />non- standard MUTCD. Street name signs are typically installed above stop signs, if present, or in the same <br />corner quadrant a stop sign would typically be installed. An alternate mounting site at signalized intersections <br />may include signal poles or mast arms. Signs may be top or side mounted based on site specific operational <br />needs. All public street and alley name signs shall contain block numbers. <br />2.C.l.a Public streets <br />Traffic Operations shall install and maintain street and alley name signs, with block numbers on all City of <br />Eugene public roads. Damaged or missing signs will,be replaced as necessary. Traffic Operations relies on the <br />public, annual sign inspections, and internal staff to identify damaged or missing signs. Traffic Operations <br />maintains a list of signs needing attention. Signs will be replaced based on workload and seasonal operational <br />priorities. <br />2.C.l.b Private streets <br />Traffic Operations shall not install or maintain street or alley name signs on private roads. One exception shall <br />be the installation and maintenance of private street or alley signs at the point of intersection with public streets. <br />At intersections to public streets, Traffic Operations shall install and maintain the private street or alley name <br />sign. Whenever practical, Traffic Operations shall install the private street or alley name sign within the public <br />right -of -way.
