Maintenance shall occur as Traffic Operations becomes aware of damaged facilities. End signs <br />and red warning panels are inspected annually during the annual sign inventory. <br />2.S Basketball Hoops in the Right -of -Way <br />Basketball hoops may cause significant hazards and shall not be located in the public rights -of- <br />way. These types of facilities shall be placed entirely on private property. Complaints regarding <br />basketball hoops will be treated similar to other service requests and prioritized as workload <br />permits. Unauthorized basketball hoops in the right -of -way may be removed by Traffic <br />Operations without notice. <br />Basketball hoop removed by Traffic Operations may be claimed at Public Works Maintenance, <br />1820 Roosevelt Blvd. within 30 days of removal. All costs including review, research, <br />documentation, removal, and storage associated with the removal of basketball hoops shall be <br />paid by the owner prior to release of the hoop. In addition, owners must sign a statement <br />agreeing to not locate the basketball hoop within the right -of -way. The statement shall also <br />acknowledge that future violations will result in forfeiture of the basketball hoop. <br />2.T One -way Streets (APWA 31.26) <br />Street segments are designated for one-way travel where special conditions exist, traffic volumes <br />are high and/or simplicity of signal operations increases capacity and efficiency. The 2003 draft <br />Central Area Transportation Study (CATS) analysis recommends conversion of some segments <br />from one -way back to two -way. <br />All one -way to two -way or two -way to one -way conversions are determined by the City Traffic <br />Engineer as the City Manager's designee. <br />2.0 Traffic Facilities on Unimproved Streets — Design, Installation, and Maintenance <br />Traffic control devices are not generally installed on unimproved streets. In part, the nature of <br />unimproved streets is the controlling factor. Unimproved streets are usually narrow, with limited <br />surface structure necessitating slower speeds. <br />2.U.1 No Parking Signs <br />Parking limitations shall not be installed on unimproved streets. The primary basis for denying <br />parking limitations is a result of ambiguous ownership between right -of -way and private <br />property. Exceptions may be granted by Traffic Operations if the requestor provides appropriate <br />survey data and demonstrates a safety problem exists which parking control will eliminate. <br />2.U.2 Stop Signs <br />Stop controls for unimproved streets are generally limited to intersections with improved streets <br />and where warranted.
