I <br />1 <br />All of our lighting system in the right of way is in compliance with the National Electric Safety <br />Code (NESC). <br />2.P Roadside Memorials (APWA 31.29) <br />Roadside memorials are not authorized for placement in the public rights -of -way. The location <br />of roadside memorials may cause significant hazards and distractions for road users. <br />While memorials are not an authorized use of the right -of -way, they are not generally removed <br />unless an identified hazard is determined to exist by Traffic Operations. Road maintenance staff <br />who encounter roadside memorials shall take reasonable precautions to protect the memorial and <br />report the location to Traffic Operations for review. Similarly, any notification or complaints <br />received from citizens regarding roadside memorials will be reviewed by Traffic Operations. If <br />an identified hazard is determined to exist by Traffic Operations, staff shall immediately remove <br />the hazard. <br />Review for identified hazards shall include, but not be limited to: vision clearance triangles, sight <br />distance, obstruction of the right -of -way, sidewalk clearance, free pedestrian passage, ADA <br />requirements, and impacts to cyclists. <br />Memorials which are allowed to remain in place - when no identified hazard exists will be <br />monitored as workload permits. If a hazard develops on a previously reviewed memorial, the <br />memorial will be removed immediately. <br />2.Q Traffic Diverters - Installation, and Maintenance <br />Traffic diverters are typically designed and installed as part of a traffic calming or Capitol <br />Improvement Project (CIP). Public Works Engineering oversees both traffic calming and CIP <br />projects. <br />1 Maintenance of traffic diverters occurs as Traffic Operations becomes aware of damaged <br />facilities. <br />2.R Barricades and Guardrails — Design, Installation, and Maintenance <br />Barricades and guardrails shall be designed and installed in compliance with the Manual on <br />' Uniform Traffic Control Devices (MUTCD), Institute of Transportation Engineers — Traffic <br />Control Devices Handbook, American Association of State Highway and Transportation <br />Officials (AASHTO) — Geometric Design of Highways and Streets, and City Standard <br />Specifications and Drawings. <br />' Installation shall only be considered where a documented hazard exists and the severity of a <br />crash may be reduced through the installation of these devices. <br />1 <br />Page 31 of 36 <br />Last Revised' 3/10/06 <br />
