In the case of objections to any proposal every <br />effort is made by both'agencies to resolve the concerns and to consider all alternatives. <br />2.L.1 Location Selection Criteria <br />2.L.2 Prohibited Locations <br />2.L.3 Shelters <br />2.M Temporary Street Closures (APWA 31.25) <br />Closures are coordinated by permit obtained from the City's Permit and Information Center <br />(PIC). Permits are available for block parties, house moves, right -of -way use, construction, or <br />other temporary needs to close street segments. Traffic Control,plans must be reviewed and <br />approved by PWM Traffic Operations staff prior to the closure, except for in emergencies. <br />Parade permits are obtained from Eugene Police, Traffic Enforcement Unit (TEU). <br />2.N Traffic Calming — Design, Installation, and Maintenance (APWA 31.27) <br />Traffic calming requests are managed by Public Works Engineering — Transportation Planning. <br />Traffic Operations <br />Speed bumps, islands, medians, curb projections, signage, markings, and lighting will all <br />conform to the MUTCD, ORS, and the City of Eugene Standard Specifications. <br />2.0 Streetlights — Design, Installation, and Maintenance (APWA 31.28) <br />Street lights are installed by the City as funding allows to provide lighting to enhance night <br />vision for traffic safety. Street lighting may be installed, with City approval, by other agencies. <br />Current development code requires lighting to Illuminating Engineering Society of North <br />America (IES) standards for all new subdivisions and street projects. Off street bike path <br />lighting is provided on most facilities. Pedestrian scale lighting is provided in limited areas. <br />Illumination levels are accomplished through various combinations of fixture spacing, mounting <br />heights, intensities, and lighting patterns, <br />City forces provide scheduled bulb replacement on a four year rotation to minimize lighting <br />failures. When bulbs are replaced the fixture is cleaned, inspected and repaired as needed. <br />Repairs due to failure or damage are usually made with in a week of notification of failure or <br />damage to the city. <br />Comprehensive written street lighting policy for in fill does not exist. Current work plan <br />includes only a limited amount of analysis of the existing lighting system and identification of <br />areas of deficiencies.
