I <br />' request in APWA Section 31.4. On receipt of such request, staff will verify the need and <br />demands on available parking in the area. Within the statutorily available parking, the request to <br />provide designated handicapped space(s) will be honored. Actual location of the designated <br />space will be determined by the Engineer, based on engineering standards and field conditions. <br />' Handicapped parking signs will be installed and maintained in accordance with sections 31.02, <br />31.03 and 31.05. <br />' 2.J Truck Routes (APWA 31.22) <br />' Eugene Code (E.C. 5.040)(1) (e) authorizes designation of truck routes and prohibitions. <br />Paragraph (f) expands those duties to restriction of classes or kinds of vehicles to protect streets <br />from damage. Authorization to limit or prohibit truck travel is provided by the Traffic Engineer, <br />' as City Manager Designee. <br />City practice allows occasional truck activity on almost all roadways within the City's <br />jurisdiction. Certain collector and arterial roadways are signed to encourage through truck <br />travel. Some roads may be unsuitable for through truck traffic or for large trucks and after <br />investigation and authorization by the City Traffic Engineer are signed to prohibit those trucks. <br />2.K Bike Paths (APWA 31.23) <br />t Bikeways not yet completed have been included in the 2002 Transplan, the Eugene - Springfield <br />Transportation System Plan ( hftp: / /www.loog .org/transplan /detault.htm). Both the Eugene Bicycle Master <br />' Plan and Transplan include public input through neighborhood group solicitation, open houses and public <br />hearings. <br />In 1993, the Design Standards for Eugene Streets, Sidewalks, Bikeways, and Access Ways was adopted <br />' by the City Council. It identified which types of streets should be outfitted with bikeways and also set <br />standards for path design and referenced the AASHTO bikeway guide for anything not mentioned in our <br />design standards. <br />' These bikewa s can be seen on our website (also in a hard copy map available to the public) at <br />tL;:rs/ PW/Transportation /Bike /Mapslnfo /EugeneMap.PDF <br />2.1, Bus Stops (APWA 31.24) <br />The Maintenance Traffic Operations Section works closely with Engineering Transportation <br />Planning and Lane Transit District to review, modify, approve or approve with conditions all <br />proposed bus stops and bus routes. This on -going policy is governed by a long - established <br />' practice which recognizes the City's authority to govern all bus activities using public rights -of- <br />way. <br />Site data sheets indicating new or relocated bus stops and/or bus shelters are provided for City <br />review. Impacts to the public as well as bus ridership are analyzed prior to approval. Once <br />approval is granted it is the responsibility of the Lane Transit District staff to make all <br />appropriate contacts with the fronting property owners and tenants to solicit approval of the <br />' Page 29 of 36 <br />Last ReNsed• 3110/06 <br />
