2.I.4.a Alleys <br />_ Parking within an alley right -of -way shall not be permitted. Normal alley width does not provide <br />the necessary accommodations for parking. Parking in the vicinity of an alley shall only be <br />permitted on private property. <br />2.I.4.b City Facilities <br />Parking at city owned facilities is not regulated by Traffic Operations. Parking control is <br />overseen by Parking Services in the Planning and Development Department (PDD). <br />2.I.5 Diagonal Parking (APWA 32.08) <br />Diagonal parking shall not be installed within the city. The Local Street Plan and Arterial <br />Collector Street Plan do not recognize diagonal parking as an option when designing or <br />reviewing new or existing street configurations. <br />A specific and limited number of existing wide street frontages within the downtown core <br />provide on -street diagonal parking. The parking configuration at these locations may remain as <br />long as no negative impacts exist or a better use of the transportation system is not required. <br />The City's livability desires have resulted in current development codes which limit street width, <br />reducing the mass of paving and shortening pedestrian crossing lengths. Diagonal Parking <br />requires additional street width in addition to traffic volumes and speeds which permit the safe <br />backing of parked vehicles into traffic lanes. Newer developments do not contain the necessary <br />width and existing locations rarely provide appropriate width for diagonal parking consideration. <br />Any new proposal for on -street diagonal parking will be reviewed on an exception basis. The <br />Central Area Transportation Study (CATS), 2003 — Draft, includes strategies on development of <br />diagonal parking where appropriate. <br />216 Parking near Intersections (APWA 32.09) <br />On -street parking is regulated at intersections by State and local codes. State mandates prohibit <br />on -street parking in advance of regulatory sign controls assigning right -of -way and also <br />establishes clearances at all other intersection corners. Eugene codes supplements these <br />minimum clearance standards and further recognizes the Traffic Engineer exercise traffic <br />engineering judgment to relax the establishment of these controls where it is determined any <br />parking restrictions would be unwarranted or excessive under prevailing conditions. Citizens <br />and staff request changes and modification to parking restriction which are evaluated and <br />appropriate actions taken. <br />2.I.7 Handicapped Parking Zones (APWA 32.10) <br />In residential areas where on -street parking_demand'is high or special permit parking areas are <br />established, any request for special handicapped parking signing would be handled as a citizen <br />Page 28 of 36 <br />Last Revised: 3110108 <br />
