I <br />1 The Traffic Engineer is responsible for authorizing, creating, modifying and maintaining all <br />1 parking zones and related controls within the public rights -of -way. <br />City practice on low volume residential•streets allows many privately requested painted curb <br />1 driveway clearances be authorized and laid out by the PWM Traffic Operations while being <br />painted and maintained to Division standards by the private party. <br />1 All sign and meter controlled sections are entirely controlled by the Traffic Engineer. State and <br />local regulations control no- parking clearance zones for intersection regulatory sign controls and <br />comer vision clearance. Low volume intersections are controlled when a demonstrated need is <br />1 found to justify the on -street parking restrictions. <br />Local ordinance identifies yellow curb as a statutory no parking area, as allowed under state law. <br />1 2.I.2 On -Street Parking Meters (APWA 32.06) <br />1 Parking administration and enforcement is part of another department ( PDD - Planning and <br />Development Department) The installation and removal of meter posts is performed by PWM <br />Traffic Operations crews. PDD installs and maintains the actual meters. <br />1 Our practice has been to balance the need to encourage parking turnover with the cost of <br />enforcement and maintenance ofparking meters. The principle of Eugene's meter program is to <br />1 generate revenue through meter receipts and collected citations in amounts sufficient to offset the <br />costs of the program, including structured parking, meter maintenance, parking enforcement and <br />court personnel. <br />1 Parking metered zones and locations are established jointly by PDD and PW. Administrative <br />Orders or Authorizations by the Traffic engineer document all installations and parking <br />1 controlled zones. <br />Meter rates and fines are set by the City Council and adjusted periodically to maintain self- <br />' sufficiency of the program. Hoods are not permitted in Eugene and use of metered spaces for <br />special events and construction activities require a permit for space rental. Parking permits are <br />available for a variety of time periods ranging from one day to quarterly. Parking permits are <br />1 available at the Permit and Information Center. <br />1 2.I.3 Loading Zones <br />Commercial marked vehicle only signing will be used for loading zones. Locations will be <br />1 determined in co- operation with the Parking Control program. <br />2.I.4 Off Street Parking <br />1 Off street parking outside of the right -of -way is not regulated by Traffic Operations.
