State Law defines a pedestrian crossing at all uncontrolled intersections. Statutory crossings are not required to <br />be marked and most are not marked. <br />The Oregon Supplement allows both standard and continental markings. The city standard marking is the <br />standard parallel bars perpendicular to the street centerline. <br />State standards require crosswalks at traffic signals to be marked. In addition to marking the street crossings, <br />city policy is to install crosswalk markings, pedestrian signal heads and truncated dome detectable warning <br />texture at a pedestrian crossings of a private driveway entrance that is controlled by a City Traffic Signal. City <br />policy is to provide positive crosswalk closure at statutory crosswalk locations when engineering judgment <br />identifies it as unsafe or inappropriate by removal of crosswalk markings, removal of pedestrian signal <br />equipment, removal of curb access ramps, and provision of MUTCD compliant signage mounted to face the <br />pedestrian approach. If engineering judgment requires additional positive closure control use alternate <br />installation of signage mounted on a thin walled tubular Crosswalk Closure Support facing the pedestrian <br />approach. <br />Continental markings are utilized at mid -block crossings, school crossings and on safe routes to schools. Mid - <br />block crossings with decorative markings will use standard crosswalk markings. <br />2.E. La Controlled Intersections <br />State standards require crosswalks at traffic signals to be marked. City policy is to follow this standard. ' <br />2.E. Lb Mid -Block Crossings <br />When an engineering study determines that a mid -block crossing should be marked, Continental markings are <br />used. Mid -block crossings with decorative markings will use standard crosswalk markings. <br />2.E.l.c Uncontrolled Intersections <br />Crosswalks are not normally marked at uncontrolled intersections. Crosswalks exist by statute at all <br />intersections unless closed by appropriate signing. <br />2.E.Ld School Crossings <br />When crosswalks are installed as school crossings, they shall be marked with continental markings. <br />2.E.2 Stop Line Markings(APWA 31.19) <br />Stop line pavement marking standards are established by the Manual on Uniform Traffic Control Devices <br />( MUTCD). The Manual details allowable marking alternatives and directs engineering judgment be used in <br />specific applications. <br />The City follows the Manual in not generally installing stop lines at all intersections. Specific locations are <br />investigated and when appropriate Stop Lines are installed. At locations where a field investigation finds the <br />appropriate stopping point is not clearly apparent to motorists, the stop line, or even the "STOP" legend may be <br />installed. This process is within discretion allowed by the MUTCD. Stop lines are installed only after <br />investigation and review by the City Traffic Engineer. <br />Page 16 of 36 <br />Lest Revised: ?127/08 <br />
