The panel hears ODOT's recommendations and <br />testimony from the local road authority and makes the final decision. <br />ODOT may initiate a speed study on City roads-and make a recommendation to the City. The process is similar <br />to that described above. <br />2.D.2 Posted Speed Limits <br />All speed limits will be posted in accordance with State Statute or appropriate SSCB Order. <br />2.D.3 School Speed Limits (APWA 31.12) <br />1 School Zone Speed Limit Signs are fabricated, installed, and maintained in compliance with the Manual of <br />Uniform Traffic Control Devices ( MUTCD), the Traffic Control Devices Handbook and the appropriate ORS. <br />' Sign materials are used that ensure effectiveness during all hours of the day. <br />Each road authority (state, county, or, city) determines within their own jurisdiction, by performing an <br />engineering study, whether a school speed zone is appropriate and the limits of that zone. <br />2.D.4 Advisory Speed Limits (APWA 31.08) <br />1 City practice is to place advisory speed signs only when and where appropriate engineering studies indicate the <br />recommended safe speed for a given condition is less than the posted speed. Advisory speed signs are installed <br />to MUTCD standards. <br />Traffic Technicians investigate all new speed advisory plaques requests on city street signs by ball- banking <br />curves and measuring sight distance and placing the documentation in our location files. All existing speed <br />advisory signs were reviewed for compliance three years ago. <br />Review, placement, and documentation of Advisory speed signs is a long standing city practice. <br />2.E Pavement Markings — Design, Installation, and Maintenance (APWA 31.17) <br />Pavement marking standards are provided by the Manual on Uniform Traffic Control Devices ( MUTCD), the <br />Oregon Motor Vehicle Code (ORS), and local authority. Pavement markings, when installed, shall be in <br />compliance with established national standards and state law. Pavement making installation shall be approved <br />by the Traffic Engineer. <br />' Centerline marking on city streets, when used; shall be double yellow, not skip stripe. <br />Pavement markings are installed and maintained on all public rights of way and a limited number of parking <br />' lots and structures. Pavement markings are applied on specified County facilities through an urban transition <br />agreement, and on specified state highways through an intergovernmental agreement with ODOT. <br />2.13.1 Pedestrian Cross Walk Markings (APWA 31.18) <br />Pedestrian Crosswalk Pavement markings standards are provided by the Manual on Uniform Traffic Control <br />Devices ( MUTCD). <br />Page 15 of 38 <br />Lest Revised: 2127/08 <br />
