I <br />1 School pedestrian crossing signs, advance warning signs and crosswalks are installed and maintained in <br />compliance with the MUTCD, OTCDC and ORS. Traffic Operations will work closely with the local school <br />districts to identify locations where student crossing demand or identifiable hazards to school pedestrians exists. <br />Requests for school pedestrian crossings are studied and analyzed by Traffic Technical staff for demand and the <br />need for special protection. The specific traffic control device installed shall be supported by an engineering <br />study and engineering judgment. The standard crosswalk marking for school crossing will be continental style. <br />All school pedestrian crossing devices shall be authorized by the City Traffic Engineer. <br />School pedestrian crossings are not typically installed at high schools. Crossings at non - signalized locations <br />shall not be installed without written agreement from the school district -to provide school crossing guards <br />during normal pre and post school hours. <br />School Pedestrian Crossings, where an apparent hazard exists or upon request from citizens and schools, are <br />studied and analyzed for the need of some form of special protection. If the studies indicate the need for special <br />protection, the selection of the traffic control devices and measures that will alleviate the hazards will be based <br />on the judgment of the City Traffic Engineer. <br />2.C.3 School Speed Signs (APWA 31.12) <br />School zone speed signs are installed and maintained in compliance with MUTCD and appropriate Oregon <br />Revised Statutes (ORS). Traffic Operations works closely with the local school districts to identify locations <br />where school speed zones are appropriate. Requests for installation of school speed zones are studied and <br />analyzed by Traffic Technical staff for location and boundary limits. The specific location shall be supported <br />by an engineering study and engineering judgment. All school speed zones shall be authorized by the city <br />Traffic Engineer. <br />2.C.4 Stop Signs <br />Stop signs shall only be installed where warranted by an engineering study utilizing MUTCD criteria. Stop <br />signs shall not be installed as a speed control device. <br />2.C.4.a Two -way stop <br />2.C.4.b Three or four -way stop <br />2.C.4.c Alley stop (APWA 31.14) <br />' Oregon Revised Statues require all vehicles exiting alleys to stop prior to crossing the pedestrian sidewalk or <br />entering the adjoining roadway if no sidewalk exists. Traffic Operations shall not install stop signs at alley <br />' intersections. <br />Exceptions may be made based on an identified specific location hazard. Exceptions shall include an <br />engineering study which, at a minimum, includes traffic volumes, sight distance obstructions, and crash history. <br />Alley stop signs when installed shall be authorized by the city Traffic Engineer. <br />2.C.4.d One -way stop ( "T") stop <br />2.C.4.e Driveway stop <br />.
