ADMINISTRATIVE SUPPORT SERVICES <br />(2) Contract administration - determine appropriate funding; establish <br />retainage; authorize payment; monitor financial status of consultant <br />and construction contracts. <br />(3) Financial planning and management - preparation of budgets, including <br />CSD budget, and financial reports; investment of revenues; schedule <br />payments; evaluate revenue sources; perform internal financial analyses, <br />including analyses of regional user and connection charges, and industrial <br />surcharge program; monitor all regional expenses; prepare for and par- <br />ticipate in grant and annual audits; bond (debt) retirement program; <br />determine both short and long range financial requirements; general <br />bookkeeping and accounting; implement full cost work order system; <br />modify financial reporting system as necessary. <br />(4) Purchasing - authorize purchase orders; review invoices; process <br />payments. <br />(5) Property management - identify regional property, including real <br />property, buildings and structures; and equipment; consolidate ownership; <br />prepare inventory of all properties. <br />(6) Insurance and risk management - provide coverage for MWMC functions and <br />activities, including but not limited to: Workers' Compensation; <br />employee benefits; liability; premises liability; fidelity bonds; <br />personal property; property; boiler and machinery. <br />(7) General administration - serve as Executive Director; provide office <br />management; develop standard operating policies and procedures; pre- <br />pare correspondence and agendas; staff Commission meetings; prepare <br />monthly status report; provide document control. <br />(8) Public information - prepare annual report, newsletters and brochures; <br />schedule and conduct public meetings and hearings; perform customer <br />relations. <br />(9) Intergovernmental coordination - liaison with regulatory agencies; <br />prepare interagency agreements; monitor Federal and State rules and <br />regulations; prepare testimony regarding Federal and State rules and <br />regulations; apply for permits and licenses. <br />July 5, 1983 <br />
