EXHIBIT "A" <br />ADMINISTRATIVE SUPPORT SERVICES <br />The listing which follows briefly describes the major areas of administrative <br />services to be provided to MWMC by the City of Springfield either through its <br />employees pursuant to the MWMC budget or through third party contractors to the <br />Metropolitan Wastewater Management Commission. Due to the nature and scope of <br />the regional sewerage program, the services to be performed by Springfield are <br />not limited to those listed. The City may expand and contract its level of <br />service to the Commission as necessary to provide an effective administrative <br />service level for the regional wastewater program. <br />A. Technical Services <br />(1) Construction of regional facilities - includes development and <br />implementation of the facilities construction program; preparation <br />of bid documents; review of bid submittals for equipment and <br />facilities; monitor construction contracts; perform construction <br />and warranty inspections; review change orders and claims; <br />identification of deficiencies and implementation of necessary <br />modifications during start-up of regional facilities. <br />(2) Contracts for professional services - prepare requests and review <br />proposals for consultant services; review and negotiate contracts; <br />monitor contracts; review and evaluate consultant reports. <br />(3) Sewer user program - determine discharge limits and requirements <br />for industrial users; review permit applications for industrial dis- <br />charges; perform surveillance monitoring; implement regional flow <br />monitoring program; prepare model ordinance pertaining to construc- <br />tion and use of regional sewerage; implement regional infiltration/ <br />inflow program. <br />(4) Facilities planning - evaluate hydraulic and treatment capabilities <br />of regional facilities; develop capital improvements plan; schedule <br />and implement plans for facilities improvement and expansion. <br />(5) Technical information - prepare and issue technical information <br />and reports for use by the public and regulatory agencies including <br />monthly reports and environmental reviews; technical support for <br />sludge management and seasonal industrial waste program. <br />(6) Permit compliance - monitor regional sewerage program to assure <br />compliance with all permits and licenses issued to the MWMC. <br />B. Financial/Administrative Servi <br />(1) Grants administration - prepare grant applications and amendments; <br />submit requests for reimbursement; monitor financial status. <br />
