General Practices to Meet Outcomes:
A Construction Site Management Plan (CSMP) will be prepared for all projects and provided by
the Engineer or Project Manager. Typically, separate CSMP sheets will not be provided. In lieu
of separate CSMP sheets required BMPs will be noted on the project plans. The Contractor shall
review the CSMP giving consideration of methods used to complete the contract Work, and
potential effects on erosion sediment control. Certain elements in the CSMP may be indicated as
information to be provided by the Contractor.
When necessary the contractor shall submit a copy of the amended CSMP including the
information required through conditions of the Erosion Prevention permit if required, and any
additional changes to this plan deemed necessary to meet the outcomes in the Work. This
information shall be submitted to the Engineer for review ten (10) days prior to beginning Work.
Approval of changes or provision of the original plan by the Engineer does not guarantee
compliance with the outcomes. The Contractor is responsible for meeting the outcomes provided
in section 225.1:04 and in City regulations.
Responsible Party. The contractor is the responsible party as defined in the ordinance and rules
for the Erosion Prevention and Construction Site Management program. As responsible party,
the contractor shall meet the outcomes in sections 225.1.04, and shall bear all consequences of
violation of this Standard Specification and City Regulations for Erosion Prevention and
Construction Site Management.
The erosion BMP' S shall be inspected daily and maintained as necessary to ensure their
continued functioning, in meeting the outcomes of the erosion program. The erosion BMP'S
shall not allow soils, or construction related material to enter the storm system.
The CSMP facilities shown on the plans will be considered the minimum guidelines for the
anticipated site conditions. The contractor shall upgrade the CSMP facilities or install additional
measures as needed or as directed by the engineer during the construction period for unexpected
storm events or for other reasons to ensure that sediment laden water does not leave the
construction site and all outcomes are met, at no additional cost to the city.
A supply of materials necessary to meet the outcomes and implement the construction site
management plan or other best management erosion practices under all weather conditions shall
be maintained at all times on the construction site.
No hazardous substances, such as paints, thinners, fuels and other chemicals shall be released
onto the site, adjacent properties, or into water features, the City's stormwater system, or related
natural resources.
No discharge into the City's stormwater system or related natural resources of construction
related contaminants resulting from activities such as, but not limited to, concrete sawing,
cleaning or washing of equipment, tools, or vehicles, shall occur.
Special Specifications - Job #4582 Page 10
