ANNUAL CONSTRUCTION SITE MANAGEMENT PLAN <br />FOR <br />City of Eugene Pavement Projects <br /> <br />Background: <br />City of Eugene Capitol Improvement Overlay Projects is designed to replace and repair public . <br />ways and facilities. Many of these areas are located in sensitive areas that require erosion <br />prevention and control measures to meet R-6.645-D (Outcomes). Sensitive areas are defined as <br />slopes of 10% or greater, soils that are highly erodable, and/or the construction area drains into <br />or is adjacent to a water feature including roadside ditches. Projects vary in size and location, but <br />are generally approached in the same manner as outlined below. <br />In general, these projects consists of cold plane pavement removal of asphalt concrete, full depth. <br />removal/replacement of existing asphalt concrete pavement as needed, an asphalt concrete <br />overlay, median island modifications, traffic signal loops and conduits. <br />Erosion Prevention and Construction Site Management Practices <br />Prior to any ground disturbance on the site one inspection with the Erosion Prevention staff is <br />required. A CSMP will be developed and attached or incorporated info the bid documents. <br />Issuance of the erosion prevention permit does not relieve the permit holder and or the contractor <br />from all other permitting requirements. Prior to beginning construction activities, all other <br />necessary approvals shall be obtained. <br />Construction shall conform to the City of Eugene Standard Specifications as amended. <br />Wet Weather Season (October 15th to April 30th) <br />During wet weather season additional Best Management Practices (BMP'S) shall be installed to <br />ensure that all outcomes are being met. Permanent stabilization of all exposed sails during the <br />wet weather period shall occur within 24 hours of final grade. To insure that sediment and <br />sediment-laden water do not enter rivers, drainage systems, storm systems, roadways, or violate <br />applicable water standards. Measures may include immediate clean up of all sediment and debris <br />from the public right of way, street sweeping, and coverage of all exposed soil at the end of <br />every Work shift. <br />Special Specifications - Job #4582 Page 9 <br />
