Mr. Patrick Cox <br />November 10, 2009 <br />Page 2 <br />~ CUUSUIEEEfG <br />~ fN61UfEUS <br />Design Loading - Design loading will conform to FAA AC 150/5320-6E, Appendix 3, Design of <br />Structures for Heavy Airplanes, 2.d. (1), (2) and (3), as follows- <br />• For spans 2 feet or less: a uniform live load of 250psi. <br />• For spans greater than 2 feet, the number of wheels that will fit on the span must be <br />considered, and wheel loads of 50K to 75K each should be considered. <br />• Where cost-effective, a 777-200ER loading will be used if more conservative than above. <br />Construction - The entire overlay project is scheduled to be completed in a two-week period next <br />summer, probably not allowing time for cast-in-place construction and curing of the vault covers. <br />Therefore, the vault covers are anticipated to be precast to allow rapid construction in the field. <br />Scope of Work <br />OBEC proposes to design and prepare the vault cover drawings in conformance with the City's <br />preliminary runway overlay design. The following tasks are anticipated to be required for this <br />project: <br />Task 1 - Project Management and Coordination <br />The objective of this task is to schedule, coordinate, supervise project work, and establish lines of <br />communications between OBEC and the City. As the work progresses, OBEC shall keep the City <br />Informed of the Project work progress and aware of changes affecting the Project including schedule <br />and related costs. OBEC shall prepare and provide monthly Project progress reports for the City. <br />Task 2 - Pre-Design Cost Estimate <br />At this time, the City is concerned about the cost of construction of the vault covers in order to stay <br />within available project funding. OBEC's first design task will be to perform a pre-design of the vault <br />covers and provide the City a preliminary engineer's estimate for the work. This will be delivered <br />within one week of notice to proceed. Results of the pre-design and costs will be discussed with the <br />City, and 60-percent design Will be adjusted as required. <br />Task 3 - 60-Percent Design <br />OBEC shall perform a 60-percent design, plans, and construction estimate (PS&E) for the construction <br />of the vault covers for review to the City by November 27, 2009, given timely notice to proceed. <br />Task 4 - Final Design <br />OBEC shall provide final plans, specifications, and engineer's construction estimate (PS&E) and <br />structural calculations for the new vault covers after review and comment on the 60-percent design <br />submittal. Final plans will be in AutoCad 2008 format conforming to City drafting standards. <br />Task 5 - Construction Engineering and Quality Control <br />The construction phase will involve providing construction engineering (CE) necessary to meet City and <br />FAA standards and to ensure conformance of the construction with the approved plans and <br />specifications. The City will take the lead role for contract administration services. OBEC's CE work <br />tasks will include shop drawing review for reinforcement and concrete mix design, periodic off-site QC <br />observation of precast vault covers, and periodic on-site observation of precast vault cover installation <br />
