The need for education and enforcement in addition <br /> to engineered improvements will also. be considered. The study area is the five-lane section of <br /> Highway 126 (Main Street) in Springfield, between 21St Street and the eastern city limits. <br /> Lead Agency: ODOT <br /> Partner Agencies: City of Springfield, Lane County, LTD, and LCOG <br /> Current Status: Developing work plan <br /> Estimated Completion: Fall 2009/Winter 2010 <br /> Franklin Boulevard Planning and Design <br /> Franklin Boulevard conceptual design is complete and endorsed by the Stakeholder Advisory <br /> Committee and the Springfield City Council. The concept includes a hybrid multi-way <br /> boulevard and urban arterial treatment for bicycle, pedestrian, transit and auto travel. Design <br /> concepts will be further tested with the public and property owners during the Glenwood <br /> Refinement Plan Update and as the McVay/Franklin multi-lane roundabout is amended into the <br /> Riverfront Redevelopment Area Plan. It will assess the. role that EmX service might play as part of a broader strategy to <br /> consider a broad range of transit alternatives to address transportation needs following the <br /> removal of the West Eugene Parkway project. The project includes model validation, <br /> determination of bus travel time variability in mixed traffic, an estimate of user benefits of <br /> transit alternatives, and an estimation of the costs and benefits of proposed transit investments. <br /> This project is funded with a combination of FTA 5339 funds and local LTD match. <br /> Lead Agency: LTD <br /> Partner Agencies: ODOT, City of Eugene, Lane County, and LCOG <br /> Current Status: Selecting Locally Preferred Alternative <br /> Estimated Completion: 2010 (publication of Draft EIS) <br /> West 11th Avenue Transportation Corridor Study <br /> This study will develop recommendations for improving the general function of'West L I`" <br /> Avenue from Garfield Street to Greenhill Road. The objective of the study is to increase safety <br /> and mobility for all modes of transportation along and adjacent to West I f~'Avenue.
