This new procedure became effective with both the Corps and the Oregon Department of
State Lands (DSL) on July 1, 2008, and involves collection and documentation of more data than was
required in the past. The sample plots will document vegetation, soils, and hydrology per the 2008
Manual Supplement protocol. Paired plots will be used to determine wetland/upland boundaries. The
wetland/upland boundaries and sample plots will be marked in the field; and this proposal does include
the cost of using our own GPS to do the mapping, however we will need an accurate base map with
contours from the City prior to conducting the field survey.
The Wetland Delineation report will be prepared per OAR 141-090-0035, and include:
• Discussion of methods, techniques, and findings
• Site map depicting the wetland/upland boundary and location of sample plots
Historic aerial photographs, used in part to determine changes in the conditions of the site
property and vicinity
• Field data sheets per 2008 Manual Supplement for each sample plot
The wetland delineation report will be prepared as an Addition to the Phase 3 report, assigned DSL#2009-
0251. You will be provided with one unbound paper copy and one electronic copy of the Addition
wetland delineation report, unless otherwise requested. I am not sure if an additional fee will be required
since the original report has not yet been reviewed by DSL.
1.2 Joint Removal-Fill Permit Application
Information from this portion of the project will be incorporated into the Joint Removal-Fill Permit (JPA)

• that has already been prepared for the Phase 3 portion of the project, and include information relevant to
Environmental Solutions LLC: Proposal for City of
Eugene Public Works Engineering
Wetland Consulting Services for Area S of the Delta Ponds Section 206 Restoration Project, Eugene, Lane County, Oregon
.July 2009 Page 1
