Public Works
Administration Division
MEMORANDUM
Date:
To:
From:
Subject:
July 15, 2004
Mayor Torrey, Ciry Council, and Interested Parties
Kurt Corey, P.E. (682-5241)
Director of Public Works
City of Eugene
858 Pearl Street
Eugene, Oregon 97401.
.(541)682-5262
(541) 682-6826 FAX
PROFESSIONAL SERVICES FUND RATE SETTING PROCESS
This memorandum provides information on the proposed changes in hourly rates and a new flat
fee for Engineering Services that will be posted July 19, 2004. Copies of both the Administrative
Order and the Public Notice of the changes and a 15-day comment period are included in the
Council packet. The Public Notice will be posted at City Hall and at the PIC. This
memorandum is submitted to the Council at this time for general information, and to describe the
next steps in the fee-setting process.
The Notice lists the proposed hourly fees for Professional Service Fund.(PSF) personnel
providing engineering services on privately designed and constructed public improvements. In
new subdivisions, developers may request that the City review the design and provide
inspection services on street, sanitary sewer and stormwater infrastructure within subdivisions.
Fees charged for these services recover the City's full costs, including plan review, engineering,
inspection, and overhead costs.
The developer is responsible for actual construction of the improvements and must meet City
requirements. These infrastructure improvements are later dedicated to the City for long term
maintenance.
City engineering services are generally charged on an hourly rate basis. Under the limitations set
out in Section 2.020 of the City Code, publication of the Notice in a newspaper of general
circulation is not required. However, developers are provided engineering cost information
before they sign any contract that requests City design or inspection services on privately
constructed prof ects.
__
