Stewart Road Closure <br />May 10, 1999 <br />Page 2 <br />The roadbed of Stewart Road from approximately fifty feet west of Bailey Hill over <br />the crest of the hill for 1,400 feet is badly deteriorated. Nearly the entire surface of <br />the road is covered with potholes, patches and holes in the patches. There are some <br />places where one lane of Stewart Road is not pitted with holes, but this condition is of <br />no more than 50 to 100 feet in length in two or three portions of Stewart Road. For <br />most of the road both lanes of this portion of Stewart Road are characterized by a <br />condition where the area of the road made up of holes is nearly equal to the area of <br />non-holed surface. <br />Property on the south side of the eastern portion of Stewart Road is residential in <br />character. There are one or two empty lots. The remainder of the properties are <br />occupied by approximately ten residences. Property to the north of Stewart Road is <br />primarily empty. Along the eastern end of Stewart Road, the ground drops off <br />quickly to the north. There are several hundred feet of vacant land between Stewart <br />Road and the nearest buildings to the north. Further along to the west, there are no <br />noticeable structures north of Stewart Road for a great distance. approximately <br />1,450 feet from the eastern end of Stewart Road, the road becomes the improved road <br />that extends westward to the end of Stewart Road. <br />6. When proceeding westward on Stewart Road, just after the road becomes improved <br />there is a residence adjacent to and north of Stewart Road. There is another residence <br />across Stewart Road to the south. A short distance west of the driveways that enter <br />these residential properties, the City of Eugene has erected a barrier that blocks <br />further westward passage on Stewart Road. The barrier is composed of three parts. <br />The northern and southern parts of the barrier are similar, composed of timbers buried <br />in the ground, and connected by a metal rail. The third part, located between the <br />other two parts, is a single post, which can be removed to allow the passage of <br />emergency vehicles. <br />7. Parking is prohibited for a distance of 50 feet on both sides of the closure on both <br />sides of the street, although no signs to that effect have been put in place. <br />West of the barrier the improved Stewart Road descends towards Bertlesen Road, a <br />distance of approximately 2,300 feet. Immediately west of the barrier there is a <br />driveway proceeding north from Stewart Road. The driveway runs past the residence <br />located to the northeast of the barrier and around the residence area to some large <br />buildings north and east of the residence. West of this driveway open fields stretch <br />west to Bertlesen Road. The owners of this property report that some drivers have cut <br />through their property to avoid the barrier in Stewart Road. <br />9. South of the improved portion of Stewart Road west of the barrier, the properties are <br />predominantly commercial or light industrial. Property lines are not always obvious <br />among these properties. The first use of the properties south of Stewart Road and <br />west of the barrier is a large building identified as being the locale of the Versalogic <br />company. West of that building is another set of buildings, apparently leased to a <br />number of tenants. Access to this area from Stewart Road is through a gate to a <br />paved area. This paved area extends from Stewart Road through this property to a <br />frontage road-like area that gives access to West 11 `h <br />
