Stewart Road Closure <br />May 10, 1999 <br />Page 3 <br />10. The owner of the property and one of the tenants report that vehicles continue to use <br />the private property as a means to travel between Stewart Road and West 11`n. <br />11. Adjacent to the west of this large lot that contains several large multi-use buildings is <br />a vacant lot. Adjacent to the vacant lot is a large building that is labeled as housing <br />Burley Construction. It is not possible to drive from Stewart Road through the Burley <br />Construction property to west 11 `n. To the west of the Burley Construction property <br />is another property occupied by a building labeled as being EHLERS Construction, <br />then a property with a building occupied by American Home Products and Welch's <br />Machine Works. The final building on the south side of Stewart Road is occupied by <br />Euphoria Chocolates. The Amazon Channel runs diagonally from west 11`n <br />northwest behind EHLERS Construction, American Home Products and Euphoria <br />Chocolates to intersect with Bertelesen Road just south of the intersection of Stewart <br />Road and Bertelesen Road. A bicycle path runs along the north side of the Amazon <br />Channel. <br />12. Several businesses in the area feel that they attract business as a result of being near a <br />regularly traveled roadway. The Euphoria Chocolate Company factory has a retail <br />outlet at the factory. Welch's Machine Works provides to customers. The owner <br />feels that a portion of those customers are attracted to the business initially as a result <br />of driving past the business. <br />13. North of Stewart Road west of the residential property split by the barrier in Stewart <br />Road, all of the property is empty land. A large portion of the area north of Stewart <br />Road east of Bertelsen Road is a part of the BLM owned wildlife area identified as <br />the Stewart Pond site. The remainder of the property north of the western, improved <br />portion of Stewart Road is owned by the Oregon Department of Transportation. <br />14. Traffic signs indicating that there is a dead end to Stewart Road mark the intersection <br />of Stewart Road and Bertelsen Road. There are also temporary road signs indicating <br />that the road is closed ahead. <br />15. The measured traffic volume on Stewart Road, based on an April 14, 1998, traffic <br />study, is approximately 540 through vehicles per day. An earlier report showed that <br />there are approximately 1500 vehicle trips per day on Stewart Road. <br />16. Only one traffic accident has been recorded on Stewart Road in the period from <br />January 1, 1993, to December 31, 1997. In response to complaints from residents and <br />considering the deteriorated condition of the eastern portion of Stewart Road, <br />Administrative Order 58-96-07 prohibited through trucks on Stewart Road and <br />vehicles in excess of eight tons from the unimproved portion of Stewart Road. It is <br />commonly accepted that this did not completely prevent truck travel on Stewart Road. <br />17. The draft Eugene-Springfield Transportation has Stewart Road classified as a <br />collector street. It has the prospective classification as a collector because of its <br />proximity to industrially zoned property and its connection of Bailey Hill Road and <br />Bertelsen Road, both heavily traveled streets. <br />18. Stewart Road was originally closed by Administrative Order 58-98-17 on October 28, <br />1998. After an appeal the hearings officer determined that Administrative Order 58- <br />
