usage, that the City Engineer may require that the City enter into an agreement with the <br />.owner to review water usage at such time the development is in full production. <br />Finding: It is the City's intent to ensure that SDCs are fully collected for an anticipated <br />high water usage. A sentence will be added to Table 4A and to Section 1.3, Appendix D of <br />the methodology. <br />Comment on revision to the local wastewa#er SDC: Clarify the definition of Plumbing <br />Fixture Units (PFU). <br />Finding: The definition will be revised. to indicate that the rate of charge per PFU will <br />vary and is dependant upon a development's land use and associated impact #o the public <br />wastewater system. in addition, the use of a unit equivalent to convert plumbing code fixtures <br />#o PFUs is also clarified. <br />Comment on revision to local wastewater SDC: Clarify the definition of Equivalent <br />Dwelling Unit (EDU). <br />Finding: The definition will be revised to indicated that an EDU is used in the <br />transportation SDC as a basis for determining the relative impact or service by different <br />development types. <br />Comment on .basis of charge: Provide further refinement of the description of Systems <br />Development Charge to reflect the intent of Oregon Revised Statues. <br />Finding: The description will be revised to state that SDCs are used to fund that portion <br />of the cost of constructing eligible infrastructure needed to respond to growth impacts in the <br />community and where applicable to recoup a portion of the community's investment in the <br />infrastructure already in place. <br />In addition to the above comments and findings, staff identified some typographical errors which <br />have been incorporated in Exhibit A hereto. <br />D. Based on the findings set forth above, I find that the revisions to the Systems <br />Development Charge Methodology and the fees as set forth in Exhibit A hereto are consistent with <br />adopted policies and ordinances of the City, in conformity with applicable state law, and should be <br />implemented effective September 15, 1999. <br />On the basis of these findings, 1 order that: <br />1. The Systems Development Charge Methodology, attached as Exhibit A hereto and <br />incorporated herein, is hereby amended and the unamended portions thereof ratified and affirmed. <br />2.
