Where needed, the Utility Inspector shall request the Transportation Division to <br />locate traffic signal and .illumination conduits. The Utility Inspector will note any <br />conflicts with the proposed work and will specify requirements for the applicant to <br />coordinate resolution of such conflicts with the Transportation Division. A copy of <br />such permit requirements will be forwarded to the Transportation Division. <br />Existing Irrigation Systems -Where existing City-owned irrigations systems are <br />observed to be in conflict within the area of proposed work, the Utility Inspector shall <br />endeavor to discover the extent of the conflict and inform the City personnel <br />responsible of the proposed work. <br />Where privately owned irrigation systems are observed the permittee shall be <br />responsible for notifying the owner. <br />Abutting City Property -When the proposed work area abuts City-owned property, <br />excluding parks and Airport property, the Utility Inspector shall endeavor to notify <br />a representative of the Public Works .Facilities Division and ask for comment upon <br />the proposed work. <br />When the proposed work area abuts park land, the Utility Inspector shall notify a <br />Parks Maintenance Section representative of the proposed work. Parks <br />Maintenance personnel shall either locate their facilities to identify potential conflicts <br />or provide the Utility Inspector with the necessary plans in order to perform the <br />permit review. <br />When the proposed work area abuts the municipal airport, the Utility Inspector shall <br />notify Airport Division personnel. Airport personnel shall either locate their facilities <br />or provide the Utility Inspector with the necessary plans in order to perform the <br />permit review. _ <br />Generally, the permit review process should be completed and the permit issued within ten <br />(10) working days from the date of application. Permits dealing with large projects or <br />special conditions may take additional time for review. <br />Upon completion of the review process, Maintenance .Planning personnel shall list any <br />required modifications, and if appropriate,, sign and issue the approved permit. The <br />individual signing the permit then updates the permit tracking system with the date the <br />permit was issued. <br />Unapproved permits shall be returned to the applicant with a written statement listing the <br />City's concerns and reasons for the permit's denial. Also where possible, suggestions for <br />changes which would result in the permit being approved will be listed.. <br />The applicant of a denied permit shall have the right of appeal to the C~tK Manager. See <br />section 2.021 of the Eugene Code for appeal procedures.
