issued "after the fact" for work performed without prior approval of the Utility Inspector. <br />Permit fees for individual right-of--way cut permits shall be paid upon issuance of the permit <br />unless the applicant has previously made arrangements to be billed by the City. Permit <br />fees will be calculated by the City staff issuing the permit upon approval of the permit <br />utilizing the fee schedule as set by administrative order of the City Manager. <br />Because. permit review and inspection activities can be more efficient for joint trench <br />installations involving. multiple utilities in a common trench, a matrix of graduated permit <br />fees is included in the fee schedule. Using the permit fee matrix, the Utility Inspector shall <br />determine the individual permit fee which most appropriately reflects the characteristics of <br />the proposed work. <br />2.D.4 Expiration <br />Right-of--way cut permits shall be valid for a period not to exceed six months from the date <br />of issue. Work may not be performed under an expired permit. Permit renewals shall <br />follow the same process as that used for a new permit. <br />2.E EMERGENCY PERMITS <br />- A permit-(i.e. Right-of--Way Cut, Public Improvement, Revocable) is required for all work <br />within the public way. However, when emergency repairs of an existing facility are <br />necessary, work may commence prior to the application for a permit. If this emergency <br />occurs during the normal working hours of the Maintenance Division, immediate verbal <br />notice to the Utility Inspector, Maintenance Planning Manager or Maintenance Support <br />Manager is required. <br />In the case where emergency. repairs are necessary outside the normal business hours of <br />the Maintenance Division, the Eugene Police Department {682-5111) should be notified <br />if the work is within a street or alley and will necessitate a lane closure. If a representative <br />of the Public Works Department is needed, upon request of the permittee, the Eugene <br />Police Department will notify the "on-call" supervisor of the Maintenance Division. For <br />emergency repairs which are likely to impact street trees, the Public Works Department <br />must be notified and the Urban Forester consulted to determine impacts to public trees. <br />Application for an emergency permit shall be submitted no later than the next working day <br />following the emergency repairs. This application must clearly describe the nature of the <br />emergency and the action the permittee has taken to date. <br />The site of any emergency work will be inspected at the Utility Inspector's fiirst opportunity. <br />The Utility Inspector wil! ensure that the permit process is followed, the work was <br />acceptably performed, no City facilities damaged, and the site returned to an as good or <br />better condition than that prior to the work being performed. <br />Utility & RNV Permit Policy 13 02/09/98 <br />
