Unless a special exception is granted, .applications for right-of-way cut .permits to perform <br />excavations upon improved streets shall not be granted where the pavement is less than <br />five years old. EC 7.295 (2) <br />2.D.2 Plans and Drawings <br />Applications for a permit shall be accompanied by such drawings, .surveys or plans as <br />deemed necessary by the City Engineer. EC 7.305 <br />Generally, the permittee shall be required to supply two sets of complete and accurate <br />plans and/or drawings depicting the proposed facility installation. Three .copies will be <br />made to allow one each for the Utility Inspector, the office file of the permittee and the <br />permittee's field crew performing the work. <br />In those cases where the proposed work falls within the area of a current City improvement <br />project {subdivisions, .sewer construction, street paving, etc.) four copies will be made of <br />the plans and/or drawings. The fourth set shat! be forwarded to the Engineering Division <br />Project Manager assigned to the City improvement project for placement in the project <br />office file. <br />All plans and/or drawings shall contain a north arrow. The proposed work area shall be <br />referenced by accurate dimensions to a known intersection center-point, lot corners or to <br />a #cnown City manhole if an intersection center-point is not available. The plans and/or <br />drawings shall be to scale both vertically and horizontally and designate with accurate <br />dimensions the portion of the public way proposed to be used and the work zone within the <br />public way. The work zone shall be considered to include 10 feet at a minimum around the <br />perimeter of the proposed excavation or facility placement and shall include staging .and <br />material storage areas within the public way. The plans shall show accurate locations of <br />curbs, sidewalks and driveways within the proposed work zone. <br />If the critical root zone of a street tree is located within the proposed work. zone, the <br />applicant shall so indicate on the permit application, and the plans shall accurately depict <br />the areas of the work zone which may impact street trees, along with the size and location <br />of each tree within such areas. The critical root zone for trees 3 inches or smaller in caliper <br />shall be an area with a radius of at least 3 feet from the trunk. The critical root zone for <br />trees over 3 inches in caliper shall be an area with a radius of at least eighteen inches from <br />the trunk for every 7 inch of caliper size. <br />if the work zone or portions thereof are outside the public right-of-way but within a public <br />utility easement, the plans shall show any locations where the work zone falls within natural <br />resource protection areas (e.g. wetlands, rare plant areas, conservation zones, individual <br />trees designated for protection, etc.). <br />Utility & R/W Permit Policy 10 02/09/98 <br />
