• Roadway lighting: There will be no changes to existing street lighting. <br />• Access control: No restrictions will result from the parking changes. <br />• Speed zoning: Pearl Street will remain a statutory Speed 20 zone. <br />(b) Standards, limitations, and rules promulgated by the Oregon Transportation <br />Commission or the Oregon Public Utility Commission or their successors. <br />• No applicable standards, limitations, or rules apply. <br />(c) Other recognized traffic control standards. <br />• Signing and markings will comply with Manual on Uniform Traffic Control <br />Devices standards. <br />(d) The city's adopted transportation-related plans and policies. <br />• The proposed changes are consistent with the policies and strategies adopted in <br />the Central Area Transportation Study (CATS). <br />(e) Existing state and local laws regulating use of public ways. <br />• Provisions of the Oregon Vehicle Code will continue to apply after the changes <br />have been made. <br />• City of Eugene parking regulations will apply to newly created parking areas. <br />(f) The efficient use of the public way by the public. <br />• The changes will have a positive effect on the use of the public way by the public, <br />as they will result in more efficient use of on-street parking. Parking impacts are <br />discussed in Section (n). <br />(g) The use of abutting property. <br />• The parking changes will have a positive effect on the use of the abutting property <br />by improving access to the new retail spaces on the west side of Pearl Street. <br />Businesses on the east side of Pearl will not be adversely affected as no on-street <br />parking will be removed north of 10~' Avenue and businesses south of 10~' <br />Avenue have adequate off-street parking. <br />(h) The intensity of use of the street by vehicles and pedestrians. <br />,% • The parking changes will not affect the intensity of use of the street by vehicles, <br />~ pedestrians, or bicyclists. <br />
