(i) The physical condition and characteristics of the street and abutting property. <br />• Pearl Street is a one-way, 42 foot wide asphalt street in a 66' right-of--way. The <br />existing street use, from the east side to the west side, consists of metered <br />parking, a bike lane and three travel lanes. There are sidewalks on both sides of <br />the street. <br />• The abutting property on the east side of Pearl Street consists of small retail <br />stores, a Greyhound bus depot, a motel and a bank. The west side has a surface <br />parking lot, two parking garages and a Firestone tire store. The new retail spaces <br />are on the ground floors of the parking garages at the northwest and southwest <br />corners of 10~`-Pearl. <br />(j) Emergencies. <br />• Emergency vehicle services won't be affected by this project. <br />(k) The public health, safety, and welfare. <br />• The public health, safety and welfare won't be affected by this project. <br />(1) Special events of community interest including parades and public gatherings. <br />• Special events won't be affected by this project. <br />(m) .Construction within or adjacent to the street. <br />• Construction within or adjacent to the street won't be affected by this project. <br />(n) Establishing conditions upon the use of parking. <br />• The project will result in a net gain of one metered parking space and one <br />commercial parking space. Twelve metered parking spaces and one commercial <br />space will be removed from the east side of the street. These will be replaced by <br />thirteen metered spaces and two commercial parking spaces on the west side of <br />the street. <br />• The existing metered spaces south of 10~' Avenue receive moderate usage. It is <br />anticipated that the new spaces will be used more, after the new retail spaces are <br />occupied.. <br />• The commercial space that will be removed is south of 11"' Avenue. The two <br />new commercial spaces are north of 11~' Avenue, so they won't provide a <br />replacement for the removed commercial space. On-street parking south of l lt'' <br />Avenue will be examined if the loss of the commercial space creates a problem <br />for area businesses. <br />
