ACTION REQUESTED <br /> i <br /> The Council is requested to conduct a public hearing on the draft Capital Improvement Program <br /> (CIP) for fiscal years 2000-2005. <br /> <br /> ~i <br /> II. COUNCIL ACTION HISTORY <br /> The City updates its Capital Improvement Program every two years. (The City Council last <br /> adopted a CIP in February 1997.) Copies of this draft CIP were provided to Councilors in early <br /> December 1998. Members of the Council sitting as Budget Committee members have <br /> participated in recent discussions about the draft CIP. <br /> III. BRIEFING STATEMENT <br /> The draft Capital Improvement Program (CIP) was distributed for public review and comment in <br /> December 1998. In January 1999 the Planning Commission held a public hearing on the draft <br /> and the Budget Committee held two work sessions. The Planning Commission and Budget <br /> Committee are forwarding their recommendations to the City Council at this time. The Council <br /> will conduct a public hearing at its February 8 meeting, and is scheduled to adopt the CIP at its <br /> February 22 meeting. <br /> IV. SUGGESTED MOTION <br /> None. (The Council is not scheduled to take action at this meeting.) <br /> V. DISCUSSION <br /> A. Policy Issue <br /> Adoption of the Capital Improvement Program is important to the ongoing implementation of the <br /> City's adopted plans, goals and policies. The CIP is used to guide the capital budget process for <br /> preservation, enhancement and additions to the City's public infrastructure. <br /> B. Background and Analysis <br /> The City uses the CIP as a planning mechanism to ensure a logical approach to land acquisition, <br /> construction of facilities and preservation of assets necessary to provide a safe and efficient <br /> _ <br /> <br />
