The CIP is updated every other year and reflects asix-year planning <br /> period, with more detailed information provided for the first two years. <br /> The draft CIP is organized in the following sections: <br /> The Overview provides general background information about the City's capital assets, <br /> project priorities, funding, and the City's Capital Improvement Financial Policies. This section of <br /> the document also includes a summary of capital improvement requests received from <br /> neighborhood associations for this update. <br /> Project and Program Areas provide detailed listings of proposed projects by five <br /> functional areas: <br /> Airport <br /> ~ Building and Park Facilities <br /> j Stormwater <br /> Transportation <br /> Wastewater <br /> For each functional area, detailed funding information is provided for the first two fiscal years of <br /> the program. Summary cost figures are presented for all six years of the program, followed by <br /> brief descriptions of each project, including the adopted plan or policy document where the <br /> project originates. In several areas, the estimated cost of needed projects exceeds available <br /> resources for the six-year period. The resulting unfunded projects axe listed separately, for each <br /> program area. <br /> The Appendix describes each funding source the City uses for capital projects. <br /> Comments on Selected Program Areas and Projects <br /> Aimort: An update of the Airport Master Plan is under way, with completion and <br /> adoption anticipated during 1999. While many of the capital projects in the CIP are not expected <br /> to change, the new master plan will probably result in some changes. These can be implemented <br /> by amending the CIP or incorporating changes into the next CIP update. <br /> <br /> I <br /> Building and Park Facilities: The City Council's general fund revenue strategy results in <br /> $1.9 million of city general funds programmed annually for capital improvements, primarily in <br /> the area of preservation and maintenance of existing facilities. Significant new funds for parks, <br /> open space and facility improvements and for a new library were approved by Eugene voters in <br /> the November 1998 election. The timing of the election made it impossible to include the new <br /> projects in the draft CIP document. (As discussed below, the Budget Committee proposes adding <br /> these projects to the Building and Park Facilities section of the CIP.) <br /> Stormwater: Projects shown after the first year of the CIP are subject to modification, <br /> after the update to the Storm Sewer Master Plan has been completed and the funding sources <br /> have been finalized. <br /> _ <br /> <br />
