Section I: TECHNICAL SExvicEs <br />Page 69 <br />cian III's) and one apprentice (Technician II). <br />The program was staffed by only two technicians <br />for five years; a third person was added in 1990 to <br />handle the new responsibilities for monitoring the <br />collection system flow. <br />SIGNIFICANT INDUSTRIAL USERS <br />All "significant industrial users" in the Eugene area <br />must obtain discharge permits. In general, the <br />Eugene code requires a permit for any user dis- <br />charging, proposing to discharge, or likely to dis- <br />charge:wastewater thathas significantamounts of <br />toxic pollutants; an average of at least 25,000 <br />gallons per day of wastewater (excluding domestic <br />waste) inayear;water, includingwastewater,which <br />constitutes at leastfive percent of the average daily <br />dry weather hydraulic or organic capacity of the <br />city sewerage system; or is determined by the city <br />manager to have a reasonable potential for ad- <br />versely affecting the city sewerage system's opera- <br />tion or for violating any pretreatment standards. <br />The Building and Permit Services Division of the <br />City of Eugene's Planning and Development De- <br />partmentnotifiesthe Wastewater Division when- <br />ever anew building permit application or change <br />of occupancy application could result in a sewer <br />discharge that would meet the "significant indus- <br />trial user" criteria. <br />PERMIT SYSTEM <br />A standard permit application form is used that <br />contains the following main sections: <br />• Discharger information -names and addresses. <br />• Business description - a description of the busi- <br />ness activity, SIC numbers, raw materials used, <br />products produced, water use, other environ- <br />mental permits, priority pollutants, etc. <br />• Schematic flow diagram - a diagram of the flow <br />of materials, products, and wastewater through <br />the facility. <br />• Building layout - a plan of the building{s) on the <br />site, including sewers, drains, water meters, etc. <br />The permit application is reviewed along with any <br />wastewater sample information (if an existing in- <br />dustry). Staff members determine whether the <br />industrial activity is federally regulated, inspect <br />the site, then determine whether the wastewater <br />requires pretreatment, and if a permit is needed. <br />If required, a permit is issued. The permit, which <br />uses a standard format and is generated by a word <br />processor, contains the following sections: <br />• A front page containing industry identification, <br />permit limitations, and signatures. The City's <br />standard procedure is to have a City official sign <br />the permit. Copies of the permit are retained by <br />the City and given to the business. <br />• Schedule A, containing a set of general condi- <br />tions and definitions. <br />• Schedule B, containing any self-monitoring re- <br />quirements. <br />• Schedule C, containing any compliance sched- <br />ules. <br />• Schedule D, containing any special conditions. <br />SAMPLING <br />A11 industries with. permits are sampled at least <br />once a year for at least two days. Sample analyses <br />vary according to the type of industrial activity. If <br />a routine sampling indicates the business is out of <br />compliance with its permit, it is re-sampled within <br />a specific time limit in accordance with federal <br />regulations. <br />All industrial sampling data, both from the pub- <br />licly owned treatment works (POTW) and from <br />industry self-monitoring, is entered into amain- <br />framedata base. The data base can produce reports <br />for individual industries as well as annual reports <br />with sampling data For a whole year. <br />A technician unkxcds samples taken from local industrial <br />discharge. <br />
