Page 70 <br />Section I: TECI-irrlcnl, SERVICES <br />ENFORCEMENT <br />When a111aboratory reports orpH recorder reports <br />are received for a particular industry, they are <br />reviewed for permit compliance. Reports are com- <br />pared with permit limits for daily, four-day, and <br />monthly compliance, as appropriate. Industries in <br />permit compliance are sent the results. If the re- <br />sults indicate a permit violation, the data is re- <br />viewed and the appropriate enforcement action <br />taken, based on the severity of the violation and <br />the compliance history of the business. Action can <br />range from a letter to formal action, such as a cease <br />anddesistorderoradministrative,civil, andcrimi- <br />nal penalties. <br />INSPECTIONS <br />All industries with permits are formally inspected <br />at least once a year. Also, because of sampling <br />requirements, City staff members visit each indus- <br />try at least quarterly. Before the inspection, staff <br />members review the business' file, particularly the <br />permit status and compliance record. A form is <br />usedtoguide the inspection andtoensure items are <br />not overlooked. After the inspection, the staff <br />reviews the findings andprepares a summary letter, <br />highlighting problem areas and outlining any nec- <br />essary action. <br />ACCIDENTAL SPILL PREVENTION <br />PROGRAM <br />hazards to sewerworkers or inenvironmental dam- <br />age to treatment facilities or processes. Businesses <br />identified as having spill potential are required to <br />prepare an Accidental Spill Prevention Plan <br />(ASPP), which contains the following data: gen- <br />eral information on the business, facility layout, <br />wastewaterflow diagrams, hazardous material data, <br />spill and leak prevention equipment, and spill <br />response procedures. <br />The regular industrial site inspection includes an <br />assessment of spill potential and a check to see <br />whether the business is using new hazardous mate- <br />rials since the last ASPP evaluation. <br />SPILL RESPONSE <br />All industries are suppliedwith, and are required to <br />post, a notice giving the Wastewater Division's <br />telephone number, with instructions to call in the <br />event of a spill into the sanitary sewer system. <br />Pretreatmentprogramstaft are experienced in track- <br />ing spills of unknown origin and are available to <br />respond to spills found at the treatment plant. <br />The City's Department of Public Safety has a <br />hazardous materials response team, which is desig- <br />nated as the City's primary responder to hazardous <br />materials incidents. This team responds to spills at <br />industrial sites in the Eugene area. <br />All permitted industries are evaluated for the po- <br />tential for accidental spills that could result in <br />
