Page 68 <br />Before the Sludge Management Facility began op- <br />eration, sludge samples were taken quarterly from <br />the Water Pollution Control Facility (WPCF) <br />temporary lagoon (nine samples) and were ana- <br />lyzed for the following: <br />pH <br />Total and Volatile Solids <br />Phosphorus <br />Kjeldahl - N <br />Ammonia - N <br />Nitrate + nitrite - N <br />Metals (K,Cd,Cr,Cu,Ni,Pb,Zn,Hg,Ag,As,Se,Mo) <br />The same tests are conducted on the sludge in the <br />facultative sludge lagoons each quarter. The same <br />group of tests also will be run each month on any <br />sludge that is appliedfrom a lagoonordryingbed to <br />area farm land. <br />GROUNDWATER MONITORING <br />The 24 groundwatermonitoring wells at the Sludge <br />Management Facility and the seven wells around <br />the WPCF sludge lagoon are sampled quarterly for <br />the following tests: <br />~:, <br />PH <br />-- Conductivity <br />Dissolved Solids <br />Chloride <br />~ ~i" Nitrate + nitrite - N <br />Section I: Tac~cni, SERVICBS <br />Ammonia - N <br />Chemical Oxygen Demand <br />Total Organic Carbon <br />Metals (Cd, Cr, Cu, Pb, Ni, Zn) <br />Total and fecal coliform <br />Enterococcus <br />Before the Sludge Management Facility was con- <br />structed, some original wells were sampled using <br />the same tests to provide background data. <br />INDUSTRIAL PRETREATMENT <br />SAMPLES <br />The laboratory provides analytical services to the <br />Industrial Pretreatment Program. Staff takes regu- <br />lar samples from approximately 40 industries to <br />verify compliance with permit limits and from <br />other industrial sewer users as needed. Routine <br />analyses for industries include the following: <br />pH <br />Oil and Grease. <br />Total Cyanide <br />Total Phenols <br />Metals <br />Testing for a particular industry depends on the <br />industry type, the raw materials used, the pollut- <br />ants expected in the wastewater, and federal pre- <br />treatment requirements. <br />^ INDUSTRIAL MONITORING PROGRAM <br />The Industrial PretreatmentMonitoring Program <br />is required by the NPDES permit. The pretreat- <br />rnentprogram was started in 1983 after approval <br />by the DEQ and the EPA. The program conforms <br />to all federal regulations and is updated regularly <br />to reflect changes. <br />The program serves several purposes. It prevents <br />pollutants from entering the sewerage system. <br />Pollutants thataremonitoredare those rhatwould <br />interfere with the operation of the system, would <br />contaminate the sludge, and would pass through <br />the system inadequately treated and into the <br />Willamette River. The monitoring program also <br />increases the opportunity to recycle and reclaim <br />wastewater and sludge from the sewerage system, <br />and it protects the health and safety of employees <br />working on the collection system and at the treat- <br />mentplant. <br />STAFFING <br />City of Eugene staff members perform all the indus- <br />trialsampling for the program in both Eugene and <br />Springfield. Staff members from each city perform <br />other activities, such as permitting, enforcement, <br />and inspection. <br />The Industrial Pretreatment Monitoring Program <br />is supervised by the laboratory supervisor and the <br />environmental analyst.
